Wheaton Planning and Zoning Board to hold public hearing on Seminary Avenue rezoning

The Wheaton Planning and Zoning Board will hold a public hearing on June 23 at 7:00 p.m. in the Council Chambers of Wheaton City Hall, located at 303 West Wesley Street, to consider a zoning application for properties along East Seminary Avenue.

The hearing will be conducted both in person and via Zoom. Participants can register online or join by phone using the provided meeting credentials. The application under consideration is identified as Zoning Application #26-17 and requests rezoning of properties at 301, 305, 311, 315, 319, and 323 East Seminary Avenue from the R-4 Residential District to the I-1 Institutional District. Additionally, it seeks a special use permit for constructing a parking lot with seventy spaces—including seventeen ADA-accessible spaces—at the northeast corner of Scott Street and Seminary Avenue. The affected properties are commonly known as addresses ranging from 301 to 325 East Seminary Avenue.

A variation to Article 22.3.3 of the Wheaton Zoning Ordinance is also requested as part of this application. Specifically, approval is sought for a pavement setback of five feet east of the proposed drive entrance instead of the required fifteen feet from the south property line.

College Church in Wheaton, located at 332 East Seminary Avenue in Wheaton, submitted this application. The legal descriptions for each parcel involved are detailed in official records associated with each address.

During the public hearing, attendees will have an opportunity to make statements regarding the proposal. Written comments may also be submitted before or during the meeting for consideration by board members. A copy of all relevant materials related to this zoning request is available for review at the office of the Director of Planning and Economic Development during regular business hours.
