Shannon Adcock, founder of Awake Illinois, said she believes the Homeschool Act (HB 2827) is a "radical anti-parent" bill that exploits children in Illinois schools. She said, "Our parental rights are not granted by any Governor, legislator, or bureaucrat." This statement was made in an X post on March 23.
"Thanks to Trace Gallagher and Fox News at Night for shedding light on the exploitation of children at IL schools & the radical anti-parent IL house bill 2827," said Adcock. "Our parental rights are not granted by any Governor, legislator, or bureaucrat. Those rights are GOD GIVEN!"
According to Adcock, who appeared on Fox News At Night with Trace Gallagher on March 19, parents are the best educators for their children. She emphasized that parental rights are fundamental and protected by the U.S. Constitution. Adcock highlighted declining public school enrollment and suggested that the state is targeting homeschoolers and private educational institutions. She noted homeschooling's rapid growth and warned of potential criminalization efforts against homeschoolers.

House Bill 2827 requires the Illinois State Board of Education to create a homeschool declaration form for administrators to submit information to the local school district. The bill proposes penalties for non-compliance and mandates proof of immunization or exemption certificates for homeschool students. Filed by Representative Terra Costa Howard on February 5, it was assigned to the House Education Policy Committee on March 4 and passed on March 19.
Adcock is also president of Awake Illinois, a nonprofit advocating for parental rights and educational transparency since May 2021. Born in Illinois and a University of Illinois graduate, she resides in Naperville with her family. Her activism began during efforts to reopen schools amid COVID-19. After withdrawing from a school board race in 2020, she focused on statewide advocacy, leading to the establishment of Awake Illinois and Awake Americans.
