City of Elmhurst Finance Council Affairs & Administrative Services Committee met July 10.

Here are the minutes provided by the council:                   

1. Call to Order

Chair Talluto called the meeting to order at 7:01 p.m.

2. Roll Call 

Committee Members Present: Talluto, Jensen, Nudera, Irby

Committee Members Absent:

Other Elected Officials Present: Curran, Levin (7:20pm), Deuter, Veremis (7:10pm), Hill (7:26pm)

City Staff and Others Present: Coyle, Kravets, Grabowski (8:40pm), David Giuliani - Patch

3. Public Comment – None.

4. Receipt of Written Communication – None. 

5. Business Before the Committee

A. Minutes of the June 26, 2023, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the minutes of the June 26, 2023, FCA&AS Committee meeting was made by Alderman Nudera and seconded by Alderman Jensen.  Roll Call vote: 4 ayes, 0 nays. Motion duly carried.

B. Purchasing Policy

Director Coyle presented a report documenting updates to the City’s Purchasing Policy, as prepared by the Finance Department. The policy is an operational document which may be amended by the Finance Department at its discretion per Municipal Code, however, certain components must also align with Municipal Code such as the City Manager’s purchasing authority and the requirements of competitive bidding which will require Council action. The Committee discussed the updates to the document and supported the changes. Additional language regarding sustainability was proposed and it was determined to circulate that language and finalize the policy at the next meeting.

C. Stormwater Funding

Chair Talluto explained that the intention for this discussion was for the Committee to review the available options to fund current and future Stormwater costs, and work toward a consensus on establishing the funding source. Staff presented on the benefits and demerits of funding the Stormwater Fund with property tax, home rule sales tax, and a stormwater fee.  The Committee then discussed the options extensively, including a possible blend of the funding sources versus one sole source. The Committee requested that staff prepare some modeling of home rule sales tax and property tax over the next 10 years to further evaluate those options for funding Stormwater. Staff will provide this at the next meeting for the Committee to review.

7. Adjournment

A motion to adjourn was made by Alderman Jensen and seconded by Alderman Nudera.  Motion carried by unanimous voice vote.

The meeting was adjourned at 9:20 p.m.
