a. Windy City Cannabis, 11 East Ogden

Board to consider an ordinance approving the following requests from Windy City Cannabis for 11 East Ogden Avenue:

Special use to operate an adult-use cannabis dispensary; and

Site plan and landscaping plan

Background Of Subject Matter

The applicant seeks approval of a Special Use permit in order to operate an adult-use cannabis dispensing organization at 11 East Ogden.

Recommendation

The Planning and Zoning Commission voted to recommend approval with numerous special conditions which are incorporated into the special use ordinance.

b. Metro Services Paramedic Contract

Board to consider an ordinance approving a contract for paramedic services between Metro Paramedic Services Inc. and the Village of Westmont.

Background Of Subject Matter

This is a new contract for service and has been reviewed and approved by the Village Attorney.

The Public Safety Committee recommends approval.

c. Extension Of Employment Agreement

Board to consider an ordinance authorizing an extension of the Employment Agreement with the Police Chief with minor amendments.

Background Of Subject Matter

The current employment agreement expires on 4/30/20. The extension does not alter the current salary or other benefits to the Police Chief, and all substantial provisions of the existing agreement will remain in place.

d. Declaration Of Village Property As Surplus

Board to consider an ordinance declaring certain Village owned vehicles and equipment as surplus property to be sold at Obenauf Auctions.

Background Of Subject Matter

The property identified in the attachment has outlived its useful life. They are outdated, non-functioning, replaced, or otherwise not economically maintainable. Upon being declared surplus and sold, will be removed from the Village's property inventory.

Additional Background

Five (5) fleet vehicles and two (2) equipment pieces will be disposed of by auction through Obenauf Auction Services on behalf of DuPage Mayors and Managers Conference (DMMC).

Recommendation

Staff recommends approval of this declaration of listed vehicles and equipment as surplus and the method of disposition.

e. Families First Coronavirus Response Act (FFCRA) & Emergency Responders

Board to consider a resolution excluding emergency responders from certain provisions of the Families First Coronavirus Response Act (FFCRA).

Background Of Subject Matter

The FFCRA requires employers to provide paid leave for certain COVID-19 situations while allowing the exclusion of emergency responders from portions of the Act, including the Emergency Paid Sick Leave and Emergency Family and Medical Leave Expansion Act.

Additional Background

Because of the critical services provided to the community by the Village's sworn law enforcement personnel and firefighter/paramedics, we cannot safely function without the full operational capacity of these vital staff members.

Recommendation

Staff recommends approval of the resolution to exclude emergency responders from reasons #4 and #5 of the Emergency Paid Sick Leave Act and from the entirety of the Emergency Family and Medical Leave Expansion Act.
