How did Morris Bartlett spend campaign funds in the first quarter?

Non partisan Morris Bartlett's election campaign committee, Friends of Frank Soto, spent $3,630 in the first quarter, according to committee expenditure records obtained from the Illinois State Board of Elections (ISBE).

Bartlett's committee spent the most on consulting in the quarter, with all those payments ($2,000) going to The Newburg Group in Morris. Table 1 below shows the distribution of how Bartlett's committee spent its money in the first quarter.
