Wheaton City Council to hold public hearing on proposed annexation agreement

The Wheaton City Council will conduct a public hearing on July 13 regarding a proposed pre-annexation agreement for the property at 25W021 Geneva Road. The meeting is scheduled to take place in the council chambers at Wheaton City Hall.

According to the agenda, the council, acting as a hearing body, will review an agreement that would allow for the annexation of a single-family home located at 25W021 Geneva Road into city limits. The proposal outlines terms for connecting utilities and other requirements should the property be incorporated into Wheaton.

A memorandum from James K. Knable, Assistant Director of Planning and Economic Development, and Joseph E. Burgee, Chief Engineer, details that applicants Jeffrey and Kimberly Anderson are seeking this pre-annexation in order to gain access to municipal services. The subject property is currently surrounded by single-family residential zoning within DuPage County.

The draft agreement stipulates legal conformance with city code and Illinois statutes, requires petitioning for annexation upon eligibility, addresses connection to city water and sanitary sewer systems within one year of execution, and includes provisions related to fire protection services and development standards consistent with R-4 residential district zoning.

Comments from staff will be followed by opportunities for public comment during the meeting. Written comments may also be submitted prior to or during the public hearing process. A recommendation from staff supports approval of the agreement, as it would extend municipal jurisdiction over an adjacent property while maintaining compliance with planning goals.

The final decision regarding adoption of the pre-annexation agreement will be made by vote following closure of the public hearing.
