He expressed concern that "millions of students in IL public schools are now at risk of losing vital federal support," emphasizing his commitment to fighting for necessary resources.

Later that day, Foster criticized the Small Business Administration (SBA) for its lack of capacity to manage student loan disbursement due to workforce reductions. In a tweet posted on March 21, 2025, he stated that "the SBA lacks the institutional knowledge and the staff—especially after DOGE cut over 40% of their workforce—to handle student loan disbursement," attributing this situation to President Trump and describing it as creating "unnecessary chaos."

The following day, on March 22, 2025, Foster visited Thrive of Fox Valley in Aurora. He detailed his visit in a tweet saying he "toured Thrive of Fox Valley" and engaged with staff and patients to understand more about their care services. He mentioned discussing how he could further support them through legislative action.
