City of Warrenville City Council met July 15

I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Present: Mayor David Brummel and Aldermen: J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: Alderman Stu Aschauer

II. CITIZENS COMMENTS
Katie Hoppenrath owner of Al’s Pizza, 28W247 Warrenville Road, voiced objection to the City of Warrenville’s proposed overlay zoning code update.
Biff Behr, 28W265 Warrenville, also expressed his objection to the City of Warrenville’s proposed overlay district. He added this has been brought up many times before and would like it to end.
Bob Siebert, Albright Court, shared a comment made by Dan Cronin relating to hidden taxes.
III. OFFICIALS AND STAFF COMMENTS

Clerk Clark reported that the Illinois State Board of Elections (ISBE) has made changes to the municipal petition circulation and filing periods made by recent public acts. Petition circulation will begin August 20 for the Consolidated Election to be held on April 1, 2025. The first day to file Candidate Petitions will be November 12, 2024. The last day to file will be November 18, 2024. Petition packets will be available at City Hall and on the City website August 20, 2024. Anyone with questions about the Consolidated Elections can contact ISBE at (217) 782-4141 or the local election official.

D. Aldermen
Alderman Wilkie shared that the Summer Daze committee is in need of beer tent volunteers at the Summer Daze festival on Friday August 2 and Saturday, August 3. Anyone interested can contact the Warrenville Park District.

IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Davolos to approve the agenda for the July 15, 2024, City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2024-31, approving easement agreements for public right-of-way improvements along Batavia Road
B. Accept Community Development Committee recommendation, waive the second reading, and pass ordinance O2024-32, amending Section 5-3-9 of the Warrenville City Code regarding parking on Winchester Circle
C. Accept Community Development Committee recommendation and pass resolution R2024-43, approving the agreement with the Winchester Condominium Association regarding parking within the Winchester Circle Subdivision
D. Accept Community Development Committee recommendation and pass resolution R2024-44, authorizing Mayor Brummel to execute the Letter of Understanding regarding the transfer of Cerny Park to the Warrenville Park District
E. Accept staff recommendation and pass a resolution R2024-45, amending the Trust 115 Retirement Healthcare Funding Plan to include a new Class 4 for Public Works members of the International Brotherhood of Electrical Workers Local 701

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the Consent Agenda items as read.

VII. REGULAR AGENDA
Alderman Lockett made a motion, seconded by Alderman Wilkie, to accept staff recommendation and authorize Mayor Brummel and City Administrator White to execute the necessary documents for participation in a purchasing card program through Fifth Third Bank.
Discussion: Finance Director Dahlstrand indicated that as part of the on-going new ERP implementation, and related process changes, the City would like to transition away from the use of credit cards to a purchasing card program (P-Cards) to facilitate purchases by authorized City employees. Purchasing card programs provide more tools for setting security parameters on each card, tracking spending patterns, and improve reporting for transparency. The City’s ERP implementation consultant, Baecore Group, has worked with staff and Fifth Third Bank to develop a program for the City to use.
Alderman Barry asked if the City would still issue Chase bank cards, and Finance Director Dahlstrand responded that those would no longer be used.
