City of Warrenville City Council met May 6

Here are the minutes provided by the council:

I. OPENING CEREMONIES 

A. Call to Order 

Mayor Brummel called the meeting to order at 7:00 p.m. 

B. Roll Call  

Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, Bill Weidner and Judy Wilkie 

Absent: Alderman John Lockett 

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina  White, Public Works Director Phil Kuchler, Utility Maintenance Superintendent Zach Jardine, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark 

Absent: Assistant City Administrator Alma Morgan and Community and Economic Development Director Amy Emery 

C. Pledge of Allegiance 

Mayor Brummel led the Pledge of Allegiance. 

D. Proclamation – National Bike Month 

Mayor Brummel proclaimed the month of May as National Bike Month. The proclamation was accepted by BPAC members: Harlan Davis, Susan Kasprzyk and  Charlie Sikaras. 

E. Proclamation – National Water Week May 5-11, 2024 

Mayor Brummel proclaimed the Week of May 5-11, 2024, as National Water  Week. The proclamation was accepted by Utility Maintenance Superintendent Zach  Jardine. 

F. Proclamation – National Police Week May 12-18, 2024 

Mayor Brummel proclaimed the week of May 12-18, 2024, as National Police  Week. The proclamation was accepted by Police Chief Sam Bonilla. 

II. CITIZENS COMMENTS 

Bob Siebert, Albright Court, urged the Council not to use eminent domain for the Mack Road path project.

III. OFFICIALS AND STAFF COMMENTS 

A. Mayor 

Mayor Brummel spoke about the importance of participating in the special census. The initial mailing went out April 30, and another letter was mailed May 6. Internet self-reporting will run through May 23. More information can be found at  warrenville.il.us under news and spotlights. 

B. Clerk

C. Treasurer 

No report 

D. Aldermen 

Alderman Kruckenberg reminded everyone of the upcoming bike rodeo. 

Alderman Weidner acknowledged Bike Month and stressed the importance of safety. He also acknowledged Volunteers Week April 21-27, and offered his  appreciation of all that the volunteers bring to the community.

IV. APPROVAL OF AGENDA 

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the agenda for the May 6, 2024, City Council regular meeting.

V. APPROVAL OF MINUTES 

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the minutes of the April 15, 2024, City Council regular meeting and the minutes of the April 15, 2024, City Council Closed Session meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE 

A. Accept Staff recommendation, waive second reading, and pass ordinance O2024- 8, amending the text of the Subdivision Regulations and codifying the Subdivision Regulations as Title 11 of the Warrenville City Code

B. Accept Staff recommendation, waive second reading, and pass ordinance O2024- 19, amending Chapter 4 of Title 7 of City Code, regarding collection for water and  sewer service 

C. Accept staff recommendation and pass resolution R2024-23, awarding the contract  for the Batavia Road Resurfacing Project to Geneva Construction Company of Aurora, IL, in the amount of $1,035,542.41 

D. Accept staff recommendation and pass resolution R2024-24, approving a contract with Engineering Resource Associates, Inc. for construction engineering services for the Batavia Road Resurfacing Project in the amount of $114,050 plus reimbursable expenses 

E. Accept Plan Commission recommendation, and pass resolution R2024-25, memorializing the approval of a minor amendment to the Cantera Subarea I planned unit development to allow the installation of a primary sign on the north façade of the building at 28251 Diehl Road (Madurai Kitchen) 

F. Accept Mayor Brummel’s recommendation and approve the appointments of Margaret Votava as Commissioner for a term expiring April 30, 2026, and Cecilia Gerber as Chairman for a term expiring April 30, 2025, to the Environmental Advisory Committee 

G. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on January 16, 2024 

H. Receive and file minutes of the Bicyclist and Pedestrian Commission meeting held on March 12, 2024 

I. Receive and file minutes of the Tourism and Arts Commission meeting held on March 14, 2024 

J. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on April 18, 2024 

K. Receive and file report of invoices paid up to May 1, 2024, in the amount of  $199,773.81 

L. Authorize expenditures for invoices due on or before May 20, 2024, in the amount  of $292,344.51 

M. Receive and file report of Chase Commercial Card Expenditures for the month of  April 2024, in the amount of $18,666.72

Alderman Kruckenberg made a motion, seconded by Alderman Davolos, to approve the Consent Agenda items as read.

Nay: None MOTION ADOPTED
