1. Executive Session - Mayor Levin called the meeting to order at 6:50pm

1.1 Executive Session for the Purpose of Discussing: Purchase or lease of real property for the use of the public body, pursuant to the Open Meetings Act 5 ILCS 120/2(c)(5) and 1) Appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, pursuant to Open Meetings Act 5 ILCS 120/2(c)(1)

Alderman Park moved to convene into executive session. Alderman Nardini seconded.

Alderman Irby announced the Citizens Police Academy signup deadline is March 22. He also announced the Comed rebate was open on 2/1, more information on the clean energy page's rebate page.

Alderman Irby pulled items 6.8 and 6.25 from the consent agenda. Alderman Bram moved to accept the consent agenda minus items 6.8 and 6.25. Alderman Sienko seconded.

6.8 Alderman Talluto moved to accept the report. Alderman Jensen seconded. Alderman Talluto spoke in support of the report and summarized its content. Alderman Irby stated even though he signed the report, he is voting no to avoid conflict of interest and personal ethic framework. Mayor Levin explained the role of DuPage Mayor and Managers. He stated they work jointly on legislation and are a non for profit and non political group.

6.25 Alderman Talluto moved to accept the ordinance. Alderman Jensen seconded. Alderman Talluto spoke in support of ordinance indicating it is a year later from when the report was approved. Alderman Irby stated he'd be voting no as he questioned what the radiation exposure was when the new radios were added. Alderman Bram inquired about the chain of events and how the ordinance is coming to council now. City Manager Grabowski stated he will get aldermen the information and report back.

7.1 Report - 2024 Municipal Utility Fund Rates (F,CA&AS)

Alderman Talluto moved to accept the report. Alderman Jensen seconded. Alderman Talluto spoke in support of the report. While summarizing, she stated there were four components that will increase the bi-monthly bill on the average home in Elmhurst of $66.98, 28%. She stated this is similar to other communities and those that have lower rates have not implemented the phosphorus mandate. The city will wave the circ fee for seniors of a bi-monthly discount of $42.88. Senior assessment freeze will automatically be applied to water bill and other seniors may contact the city. Alderman Talluto further stated that a tiered rate structure will be looked at this coming year and the phosphorus fee. Alderman Bram supports the report even though he states it's an aggressive ask given all what's ahead of the city in projects and wondered why now. He stated this is needed to prevent water main breaks in the future. Alderman Bram and Alderman Talluto both referred to the FAQ on Board Docs with helpful information for residents. Alderman Irby stated this is not hitting numbers and still will be under one million for fund balance.

8. Reports and Recommendations of Appointed and Elected Officials

8.1 Mayor Levin - The Mayor announced the city is redoing the Downtown Plan. Participation is requested for open house on 2/13, business community 8:00-9:30am and public 6:30-8:00pm in council chambers.

8.2 City Manager Grabowski - No report.

9. Resolutions

9.1 R-12-2024 - A Resolution Approving and Authorizing the Execution of Change Order No. 1 for the 2023 Contract Paving Project (See Item 6.21)

Alderman Bram moved to accept the resolution. Alderman Sienko seconded. Alderman Bram spoke in support of the resolution requesting council to suspend the rules to help city staff close the 2023 books.
