City of Elmhurst City Council met Nov. 6.

Here are the minutes provided by the council:

1. Executive Session - Mayor Levin called Executive Session to order at 7:04pm.

1.1 Executive Session for the purpose of discussing: Pending /Probable Litigation pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(11) and Purchase or lease of real property for the use of the public body, pursuant to the Open Meetings Act 5 ILCS 120/2(c)(5)

Present: Marti Deuter, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, James Nudera, Emily Bastedo, Guido Nardini, Mike Brennan, and Rex Irby

Absent: Jennifer Veremis and Jacob Hill

Also present: Treasurer Curran, City Attorney Storino, and Assistant City Manager Kopp

Alderman Nardini moved to convene into executive session. Alderman Sienko seconded.

2. Call to Order - Mayor Levin called the regular meeting of city council to order at 7:39pm.

3. Presentations

3.1 Oath of Office - Mayor Levin delivered the Oath of Office to Battalion Chief, Steve Reynolds who was promoted to Deputy Chief; Lieutenant, Bill Oeffling who was promoted to Battalion Chief; Firefighter, Drew Scarlett who was promoted to Lieutenant; Cymon Wind Sworn in as New Firefighter; and Nick Holbrook Sworn in as New Firefighter

4. Receipt of Written Communication from the Public - None

5. Public Forum

Mr. Cassidy - Thanking council for the support of the FD and decision to staff all the command spots.

6. Announcements

Alderman Deuter announced Town Hall meeting with Alderman Veremis on Thursday, 11/16 at City Hall 7:00pm-8:30pm, conference room 2.

Alderman Hill announced the American Legion event on Saturday 11/11 at 6pm, Stories Behind the Songs. Tickets may be purchased at the door.

Alderman Nardini informed community of anti semitic letters thrown on home properties/driveways the past Saturday. Anyone with information may contact police dept, to be hold responsible on a littering ordinance.

Alderman Sienko pulled item 7.17 from consent agenda. Alderman Irby pulled item 7.15. Alderman Cahill moved to accept the consent agenda minus items 7.15 and 7.17. Alderman Sienko seconded.

Motion carried

7.15 Alderman Brennan moved to accept the ordinance. Alderman Hill seconded. Alderman Irby supported the ordinance regarding the youth portion however felt there is a difference to what the code states. He motioned to table for review. There was no second. Motion died for a lack of a second. Discussion ensued. Alderman Bram inquired with City Attorney Storino if there is a need for modification. City Attorney Storini stated he hadn't spoken to Alderman Irby in regard to the ordinance but he did not see any issue and it should go through as stated. Alderman Brennan summarized the ordinance and Alderman Hill stated he didn't see any discontinuity between the ordinance and code. Mayor Levin requested City Attorney Storino to follow up with Alderman Irby. Alderman Brennan added that merchants were given notice about the ordinance.

7.17 Alderman Brennan moved to accept the ordinance. Alderman Hill seconded. Alderman Brennan summarized the ordinance. Alderman Sienko proposed to amend the ordinance to add information on PT city employees; add in section 3.24 to clarify that the city provides paid leave. Alderman Brennan supports the amendment and met with Alderman Sienko prior to the meeting. Alderman Deuter clarified that this isn't changing what the city is currently doing. Alderman Talluto questioned the word "shall" if it ties the city in to something. Alderman Hill and Alderman Irby further clarified the ordinance isn't reflective of what the city already has in place. City Attorney Storino clarified there are no conflicts in what the city is currently doing and the city has a policy so the city can opt out.

Alderman Sienko moved to amend the ordinance to include "3.24 Paid Leave Required for Part-Time City Employees. The City of Elmhurst shall provide all part-time employees of the City with paid leave, to be administered pursuant to the applicable personnel policies of the City of bona fide collective bargaining or other agreement." Alderman Brennan seconded.

8. Reports and Recommendations of Appointed and Elected Officials

Mayor Levin - The Mayor announced that the York Girls Cross Country won state. He also announced on November 11th will be the Veterans Day celebration at Wilder Park. He will be out of town and Alderman Hill will be speaking.

Assistant City Manager Kopp - No report

9. Resolutions

9.1 R-87-2023 - A Resolution Approving and Authorizing the Execution of Change Order No. 2 for the 2023 Storm Sewer Lining Project (See Item 7.13) - Alderman Bastedo moved to accept the resolution. Alderman Cahill seconded. Alderman Bastedo summarized the resolution stating there is a sinkhole on Route 83 and IDOT needs to fix it ASAP, therefore requesting council to suspend the rules.

11. Adjournment - Alderman Nudera moved to adjourn the meeting. Alderman Talluto seconded. A voice vote was taken. Motion passed unanimoulsy.
