DuPage County Sheriff's Merit Commission met May 25

Here are the minutes provided by the commission: 

1. CALL TO ORDER 

Meeting called to order by Chairman Reyes at 8:31 a.m.

2. ROLL CALL 

Upon roll call, Chairman Reyes and Commissioner Gravina were present. Commissioner Kachiroubas was absent.

Staff members in attendance: Paul Bruckner (State's Attorney's Office), Undersheriff Moore (Sheriff's Office), Chief Papa (Sheriff's Office), Lindsey Stern (Sheriff's Office), Debbie Krygowski (Merit Commission Assistant)

3. PUBLIC COMMENT 

No public comment was offered.

4. NEW BUSINESS 

a. Certify Law Enforcement Entrance Exam Results

Ms. Krygowski presented a rank list for the Law Enforcement entrance exam along with the results of the exam. Commissioner Gravina moved and Chairman Reyes seconded the motion to approve the rank list as presented. Roll call vote: all ayes.

RESULT: APPROVED

b. Alternate Fingerprint Date Requests

Ms. Krygowski informed the Commission that she had received two requests from Corrections candidates for alternate fingerprint times. Candidate 1 is currently employed as a Corrections deputy at another county and was scheduled to work during both fingerprint dates. Candidate 2 is out of state for business and is due back mid-June. Discussion. Chairman Reyes set a date of June 30, 2023 for these candidates to have their fingerprints taken to continue in the process.

Ms. Krygowski also asked if the Commission would continue the prior practice of allowing candidates on both Corrections and Law Enforcement rank lists to only be fingerprinted once since the fingerprint dates for both exams are within one month of each other. Discussion. The Commission agreed that this practice could continue. Counsel Bruckner recommended that these candidates also fill out an affidavit attesting that they have not had any police contact since they were fingerprinted.

c. Candidate Questions

Ms. Krygowski presented documents from Corrections candidate 1 that the candidate would like to use as consideration for military service. This candidate is a naturalized citizen who served as a translator in Iraq alongside U.S. forces. Discussion. More information is needed from this candidate.

d. Promotional Exam Assessment Center

Ms. Krygowski informed the Commission that she received a request from Undersheriff Moore for the Commission to take over the assessment panel of the promotional exams. The Sheriff's Office needs to run a promotional exam for the Law Enforcement Bureau, especially the Lieutenants exam, as soon as possible as the list is already close to being exhausted. Discussion. Chairman Reyes directed Ms. Krygowski to contact Stanard and Associates and invite them to the June 1st Merit Commission meeting with a proposal for discussion. Ms. Krygowski will contact Stanard and work with the Sheriff's Office to determine needs.

e. Approve Blue Line Lateral Advertisements

Ms. Krygowski informed the Commission that the lateral job advertisements on www.theblueline.com had expired, and she was looking to repost them as soon as possible. Discussion. Chairman Reyes instructed Ms. Krygowski to contact The Blue Line and have the advertisements reposted.

5. REPORT FROM SHERIFF'S OFFICE 

The Sheriff's Office continues to have many vacancies and is expecting 8 retirements in June. The Sheriff's Office is appreciative of the Commission's efforts to ensure a steady flow of candidates.

6. EXECUTIVE SESSION 

Commissioner Gravina moved and Chairman Reyes seconded the motion to enter into Executive Session. Roll call vote: all ayes.

Paul Bruckner, Undersheriff Moore, Chief Papa, and Lindsey Stern left the room. a. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment, compensation, discipline, performance, or dismissal of a specific employee, one-on-one interviews.

The Commission entered into Executive Session at 8:56 a.m.

The Commission returned to Open Session at 9:37 a.m.

7. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY) 

a. Action on the certification of candidates subject to one-on-one interviews on May 25, 2023.

Chairman Reyes called for a motion to certify Lateral Transfer to Corrections candidate 2098. Commissioner Gravina moved and Chairman Reyes seconded the motion. Roll call vote: all ayes.

Chairman Reyes called for a motion to certify Corrections candidates 2417 and 2418. Commissioner Gravina moved and Chairman Reyes seconded the motion. Roll call vote: all ayes.

8. ADJOURNMENT 

Commissioner Gravina moved and Chairman Reyes seconded the motion to adjourn. Voice vote: all ayes.

Meeting was adjourned at 9:38 a.m.
