3. PRESENTATION 

DuPage County Health Department FY2023 Budget Presentation

DuPage County Health Department Executive Director, Karen Ayala, presented to the Committee the Health Department's FY2023 budget request, totaling $113,613,597. Included in this total are additional staff needs, an increase in health services and programs available to the community, disease control treatment and services, and expanded mental health and substance use services. As part of building an ideal behavioral health crisis system, a Central Receiving Center will provide individuals a safe and caring alternative to an emergency room or jail. Goals of a Central Receiving Center include: (i) a single point of access for law enforcement officers, EMS and family members to drop off individuals experiencing a mental health and/or substance use crisis; (ii) destigmatize individuals with mental health and/or substance use disorders; (iii) provide a safe alternative to law enforcement and individuals experiencing a mental health and/or substance use crisis; (iv) appropriately detox or transport individuals who are experiencing acute withdrawal from a substance use disorder to an ER; (v) reduce the inappropriate utilization of hospital emergency departments by diverting individuals with mental health and/or substance use disorders; and (vi) provide an efficient and effective use of existing resources. Services provided by a Central Receiving Center include: (i) 27/7 crisis intervention, assessment, and evaluation; (ii) referral and warm hand off to most appropriate level of care; (iii) linkage to health insurance, food, job placement and other community resources; and (iv) sobering/detox linkage to substance use treatment. More information on the Central Receiving Center will come in January 2023.

A representative from DuPagePads confirmed that the $250,000 request would fund short-term hotel stays for a three-month period at hotels within DuPage County. By a show of hands, the Committee approved of moving this item forward to the Finance Committee and County Board meetings on November 22, 2022.
