DuPage County Sheriff's Merit Commission met Sept. 1.

Here are the minutes provided by the commission:

Members Present: Tony Reyes, Chairman

Chris Kachiroubas, Vice Chairman

Frank Gravina, Secretary

Others Present: Paul Bruckner, State’s Attorney

Debbie Krygowski, MC Assistant

Meeting was called to order at 8:31 a.m. in Conference Room 3500A of the Jack T. Kneupfer Administration Building, 421 North County Farm Road, Wheaton, Illinois.

Roll Call

On roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Public Comment – None

Approval of Regular Meeting Minutes from August 4, 2022, and August 18, 2022 Chairman Reyes called for a motion to approve the regular meeting minutes from August 4, 2022, and August 18, 2022. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried.

Approval of Executive Session Meeting Minutes from August 4, 2022, and August 18, 2022 Chairman Reyes called for a motion to approve the Executive Session meeting minutes from August 4, 2022, and August 18, 2022. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried.

Old Business

a) Budget Status - Ms. Krygowski presented the current Revenue and Expenditures report.

b) Bills Payable – Ms. Krygowski presented the bills payable list. Chairman Reyes called for a motion to approve payment. Commissioner Gravina moved. Seconded by Commissioner Kachiroubas. Roll call. All ayes. Motion carried. Chairman Reyes signed the invoices.

c) Candidate Status - Ms. Krygowski provided a status on how many candidates are in which phase of the certification process. Chairman Reyes requested the number of open positions within each division with the candidate status report.

New Business

a) Candidate Questions – Ms. Krygowski was contacted by Corrections candidate 2420, who was unable to attend the 8/20/22 C.A.T. due to a death in the family and was willing to obtain a POWER card to satisfy the agility requirement. Discussion. The Commissioners agreed to allow this candidate to provide a POWER card to satisfy the requirement. Ms. Krygowski was contacted by a lateral Corrections candidate who had failed the C.A.T. on 8/20/22 and wanted to know if they could retake the C.A.T. again or if they would need to re-apply. Discussion and review of the Rules and Regulations on the agility test. The Commissioners agreed that the candidate could retake the C.A.T.

Report from Sheriff’s Office – Ms. Krygowski had received an email from Chief Garcia asking if the Commission had any procedure or guidance for developing the in-person assessment for the Corrections Sergeant and Lieutenant exams. Discussion on the promotional exam process. The Commission does not have any formal procedures in place but welcome the Chief to bring any brief presentations or updates on the assessment to a Merit Commission meeting.

Adjournment into Executive Session

Chairman Reyes called for a motion to convene into Executive Session pursuant to 5 ILCS 120/2(c)(1) for the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee, One-on-one interviews. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All Ayes. Motion carried.

Paul Bruckner left the room.

The Commission convened into Executive Session at 8:49 a.m.

The Commission convened back into Regular session at 10:09 a.m.

Roll Call

On roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were present.

Matters to be referred from Executive Session:

a) Action on certification of candidates who were subject to one-on-one interviews on September 1, 2022. Chairman Reyes called for a motion to certify Corrections candidates 2253, 2254, and 2255. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All ayes. Motion carried. Candidate 2256 was not certified.

Chairman Reyes called for a motion to adjourn. Commissioner Kachiroubas moved. Seconded by Commissioner Gravina. Roll call. All Ayes. Motion carried.

Meeting was adjourned at 10:10 a.m.
