Here are the minutes provided by the committee:

1. Call to Order

Mayor Pruyn called to order the Committee of the Whole Special Meeting at 7:00 p.m.

Roll Call

PRESENT: Mayor Jeff Pruyn, Trustee Jeff Aiani, Trustee Dino Gavanes, Trustee Frank Madaras, Trustee Patrick Powers.

ABSENT: Trustee Kathy Linsner, Trustee Ellen Leahy.

Others Present: Director of Police Bob O'Connor, Public Works Director Mike Subers, Deputy Clerk Deanne Curelo, Village Engineering Consultants Mark Wesolowski and Aaron Fundich, Community Development Director Vijay Gadde, Village Administrator Carie Anne Ergo, Village Attorney Christian Ketter, Village Clerk Jody Conidi.

4. Meeting Minutes

a. Committee of the Whole Special Meeting Minutes - October 12, 2021 Trustee Gavanes moved to approve the Committee of the Whole Special Meeting Minutes for Tuesday, October 12, 2021 . Trustee Powers seconded.

Roll Call:

Aye - Trustees Aiani, Gavanes, Madaras, Powers.

No-None.

Absent - Trustee Leahy, Linsner.

MOTION APPROVED.

b. Committee of the Whole Meeting Minutes - October 19, 2021

Trustee Powers moved to approve the Committee of the Whole Meeting Minutes for Tuesday, October 19, 2021 . Trustee Gavanes seconded.

Roll Call:

Aye - Trustees Aiani, Gavanes, Madaras, Powers.

No-None.

Absent - Trustee Leahy, Linsner.

MOTION APPROVED.

5. President's Comments

Mayor Pruyn reported the Village was a sponsor of the Itasca Chamber of Commerce's Lip Sync Contest at Eaglewood Resort and Spa on Thursday, November 4, 2021; and Jeff Holmes will be sworn in as the new Chair of the Plan Commission and Christopher McAllister as a new Plan Commissioner at the Village Board of Trustees Meeting on Tuesday, November 16, 2021 .

Trustee Linsner arrived at 7:04 p.m.

6. Community Development Committee Report

Chair: Trustee Gavanes, Co-Chair: Trustee Leahy

Trustee Gavanes had no report.

7. Capital and Infrastructure Committee Report

Chair: Trustee Aiani, Co-Chair: Trustee Madaras

a. Local Agency Agreement - Bloomingdale Road

Trustee Aiani reported the Village received $2 million in funding through the Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA) from DuPage Mayors and Managers Conference (DMMC) for the Bloomingdale Road Reconstruction Project to cover 70% of the total construction cost. Village

Administrator Ergo reported receiving an additional $344,000.00 to cover cost increases.

b. Roadway Urbanization Program

Village Engineer Wesolowski reported completing the North Side Curb and Gutter Project will be an estimated $44 million including curb, gutter, underground water and sanitary, and streets. Village Administrator Ergo reported the project would be completed in five phases over a four-year period with the Elm Street Stormwater Project being Phase 1 with secured funding.

8. Finance and Operations Committee Report

Chair: Trustee Powers, Co-Chair: Trustee Linsner

a. Current and Future Debt Financing

Vice President and Senior Quantitative Analyst at PMA Securities, LLC VP/Senior Quantitative Analyst Jennifer Currier reported on the Village's current standings of the 2009A GO Build America Bonds and options for refinancing debt for a total savings of $3.86 million between years 2023 and 2039. Mayor Pruyn recommended using savings to borrow $4 million to fund capital improvement projects. The Village Board consented to staff investigating different debt scenarios based on type of debt, amounts, rates, and time periods.

Engineering Consultants Wesolowski and Fundich made a presentation on the background of the Curb and Gutter Program with project elements and benefits, requirements of DuPage County Stormwater Ordinance, North Side Drainage Study results for underground stormwater storage, costs for Phases 1 through 5, and alternative revenue options.

Trustee Aiani moved for a Closed Session following Old Business pursuant to the requirements of the Illinois Open Meetings Act under Exemption 5 ILCS 120/2 (c) to discuss:

(5) the purchase or lease of real property for the use of the public body;

(21) discussion of minutes of meetings lawfully closed we

Trustee Gavanes seconded.

9. Intergovernmental Committee Report

Chair: Trustee Leahy, Co-Chair: Trustee Aiani

No Intergovernmental Committee Report.

10. Department Head Reports

Police Department

Safety Director O'Connor reported the Police Department was in possession of an urn found on the street that contained human remains and through investigation discovered who's remains were in the urn and reunited the urn with a local resident.

Public Works Department

Public Works Director Subers reported notices were mailed to residents today regarding the Lead Water Service Line Project; and 2.4 tons of pumpkins were dropped off for the Pumpkin Smash with 20 Lake Park High School students earning community service hours.

Engineering Services

Village Engineer Wesolowski reported an open house for the Lead Water Service Line Project is scheduled for Thursday, November 18, 2021 at 6:00 p.m.; the Elm Street Stormwater Project began this week; and the Sewer and Manhole Rehab Project will be complete mid-December 2021 .

Clerk's Office

Deputy Clerk Curelo reported the winter newsletter is at the printers and will mail out the week of Thanksgiving; official photos of the Village Board and staff are scheduled for next week; and Cocktails and Conversations with the Mayor is being planned.

Community Development Department

Community Development Director Gadde reported planning to unroll the new EPR in spring 2022.

11. Village Administrator Report

Village Administrator Ergo reported Village Hall is closed on Thursday, November 11 , 2021 for an In Service Day; an Intergovernmental Committee Meeting is on Monday, November

15, 2021 at 5:00 p.m.; and the VFW is disbanding with a final service on Thursday, November 11 , 2021 at 11 :00 a.m. for Veterans' Day.

12. New Business

13. Old Business

Mayor Pruyn reported the potential Holiday Pop-up business has been unable to reach a lease agreement with the property owner at 102 East Irving Park Road and Mo Joe Coffee continues to be interested in opening a location in the Village.

Mayor Pruyn called for a recess at 9: 17 p.m.

14. Closed Session

Mayor Pruyn called to order the Closed Session at 9:29 p.m.

Mayor Pruyn adjourned the Closed Session at 10:16 p.m.

Mayor Pruyn reconvened the meeting at 10:16 p.m.

15. Adjournment

Trustee Gavanes moved to adjourn the Committee of the Whole Special Meeting at 10:16 p.m. Trustee Powers seconded.

Absent - None.
