City of Warrenville City Council Met May 3.

Here is the minutes provided by the council:

In accordance with Governor Pritzker’s Disaster Proclamation, Section 7(e) of the Illinois Open Meetings Act, 5 ILCS 120/7(e), and a determination by the Mayor of the City of Warrenville, this meeting was held virtually.

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Invocation

Performed by Father Clive Otieno of St Irene’s Parish.

C. Oath of Office for Mayor, City Clerk, and Aldermen

Mayor Brummel stated, since the “old” City Council functionally adjourned the April 19, 2021, City Council meeting sine die, the Council will move forward with tonight’s City Council meeting as the “new” City Council with the newly elected members having taken their oaths.

Appellate Justice Joseph E. Birkett was present to officiate the swearing in of Mayor David Brummel, Ward 4 Alderman Clare Barry, Ward 1 Alderman Jay Anderson, Ward 3 Alderman Kathy Davolos, and City Clerk Julie Clark. Ward 2 Alderman Weidner was sworn in virtually.

D. Roll Call

Present: Mayor David Brummel, Aldermen: Jay Anderson, Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, Bill Weidner, and Robert Wilson

Absent: None

Also Present: City Administrator John Coakley, Assistant City Administrator Cristina White, Finance Director Kevin Dahlstrand, Community and Economic Development Director Ron Mentzer, Public Works Director Phil Kuchler, Police Chief Ray Turano, Attorney Brooke Lenneman, and City Clerk Julie Clark

E. Pledge of Allegiance

Mayor Brummel lead the Pledge of Allegiance.

F. Presentation of Certificate of Appreciation and Key to the City to Emily Larson and Larry Brenner

Mayor Brummel presented a key to the city to Emily Larson and Larry Brenner for their years of service to the City. Emily Larson thanked all members for the years of support and congratulated newly elected City Clerk Clark. Larry Brenner thanked staff and stated he is looking forward to continuing his service to the community as a trustee to the Police Pension Board.

G. Proclamation for National Drinking Water Week, May 2-8, 2021

Mayor Brummel proclaimed May 2-8, 2021, as National Drinking Water Week, and called upon all citizens and civic organizations to recognize the vital role water plays in citizens’ daily lives; and to recognize the contributions Utility Division employees make every day to ensure there is clean, safe drinking water for all.

H. Proclamation for Municipal Clerks Week, May 2-8, 2021

Mayor Brummel proclaimed May 2 – 8, 2021, as Professional Municipal Clerks Week, and further extended appreciation to the City's professional municipal clerks and to all clerks for the vital services they perform.

I. Proclamation for National Police Week, May 9-15, 2021

Mayor Brummel proclaimed May 9 – 15, 2021, as National Police Week, to recognize and honor the service and sacrifice of those law enforcement officers killed in the line of duty while protecting our communities and safeguarding our community.

J. Proclamation for National Public Works Week, May 16-22, 2021

Mayor Brummel proclaimed May 16 – 22, 2021, as National Public Works Week, and called upon the citizens and civic organizations to acquaint themselves with the challenges involved in providing public works services and to recognize the contributions which Public Works employees make every day to our health, safety, comfort and quality of life.

K. Public Hearing to Amend the City of Warrenville Electric Aggregation Plan of Governance and Operations

Alderman Davolos made a motion, seconded by Alderman Anderson, to open the public hearing at 7:32 p.m., to amend the City of Warrenville Electric Aggregation Plan of Governance and Operations.

ROLL CALL VOTE:

Aye: Aldermen: Aschauer, Barry, Anderson, Davolos, Goodman, Krischel, Weidner, Wilson

Nay: None

MOTION ADOPTED

Discussion: Alderman Goodman asked if any questions had been received from the public. It was stated that no questions had been received.

Alderman Goodman made a motion, seconded by Alderman Wilson, to close the public hearing.

ROLL CALL VOTE:

Aye: Aldermen: Krischel, Wilson, Anderson, Barry, Goodman, Davolos, Weidner, and Aschauer

Nay: None

MOTION ADOPTED

The public hearing closed at 7:35 p.m.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, questioned the business practice of Groot on behalf of those not needing garbage services and wanting to opt out of the Groot service. Mr. Siebert said that Groot is overstepping their authority.

Mayor Brummel read aloud the email messages to the Council, received from Paula Voegtle, Elizabeth Bjorvik and Karen Voegtle, in which they expressed concern with the new Groot garbage service and the inability to choose their own service and felt the change was not communicated well.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel thanked those who volunteered to make Arbor Day happen.

Mayor Brummel asked Community and Economic Development Director Ron Mentzer to speak about the upcoming virtual public information meeting scheduled for May 5, 2021 at 6:30 p.m. Mr. Mentzer said the meeting would address contaminants, cleanup costs, and long-term plans for the former Citgo property.

Mayor Brummel urged all to participate in the Mayor’s Fitness Challenge, which begins Monday May 3. He also encouraged citizens to check the Hometown Happenings newsletter for upcoming events and information, such as the garbage sticker buyback program and the upcoming bike rodeo.

D. Aldermen

Alderman Aschauer stated he has taken several calls from upset citizens about the new garbage service with Groot. Alderman Aschauer stated he is not happy with not being able to opt out like with any other City service, such as water, cable, phone, etc. He stated this was not clearly communicated in the materials sent to homes and he would like to see it addressed.

Alderman Barry: extended her thanks to Emily Larson and Larry Brenner for their years of knowledge and support to the City.

Alderman Davolos: stated she is excited to serve Ward 3 for another term, because she really loves this job and serving the community. Alderman Davolos added, in regards to the garbage service, that she realizes her costs would be reduced because she gets the senior rate, but would like to make residents aware that the fee also includes recycling and this is very important. Alderman Davolos focused on the positives of the change.

Alderman Goodman: extended a thank you to Emily Larson and Larry Brenner for their years of service, and also welcomed Clerk Clark. She commended Warrenville in Bloom and the Environmental Advisory Committee for their successful Arbor Day sales, and added a reminder that Amazon shoppers can designate Warrenville in Bloom as their charity of choice.

E. City Administrator John Coakley: congratulated the newly elected and re-elected officials. He gave the DuPage County Health Department health report on COVID 19, including the goal of having 80% of the population vaccinated by July 1, 2021. He noted that the DuPage County Health Department is taking walk-ins as well as appointments at the fairgrounds for COVID-19 vaccinations.

F. City Attorney Brooke Lenneman:

The City Attorney had no report.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the agenda for the May 3, 2021, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner MADE A MOTION, seconded by Alderman Davolos, to approve the minutes of the April 19, 2021, City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2021-15, approving a revised Final PUD Plat of Subdivision, Final PUD Plans, and Minor PUD Amendments for Riverview West Townhouse project, 28301 Ferry Road

B. Accept Zoning Board of Appeals recommendation, waive second reading, and pass ordinance O2021-16, approving a reduced front yard building setback variation for 2S260 Riverside Parkway

C. Accept Mayor Brummel’s recommendation and pass resolution R2021-28, extending the duration of the March 16, 2020, Declaration of Emergency until the adjournment of the next regular, special, or emergency meeting of the City Council

D. Accept staff recommendation and pass resolution R2021-29, awarding a contract for the Warrenville Historical Society Museum prepping and painting to Muscat Painting & Decorating in the amount of $16,365.80

E. Accept City Attorney’s recommendation and declare a vacancy in the office of Treasurer

F. Accept Mayor Brummel’s recommendation and appoint Larry Brenner as to the Trustee Police Pension Fund Board of Trustees

G. Accept City Clerk Clark’s recommendation and approve the appointment of Dawn Grivetti as Deputy City Clerk

H. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on March 9, 2021

I. Receive and file minutes of the Plan and Commission and Zoning Board of Appeals meeting held on April 22, 2021

J. Receive and file report of invoices paid up to April 28, 2021, in the amount of $158,737.53

K. Authorize expenditures for invoices due on or before May 17, 2021, in the amount of $405,145.99
