City of Warrenville City Council Met Feb. 1.

Here is the minutes provided by the council:

In accordance with Governor Pritzker’s Disaster Proclamation, Section 7(e) of the Illinois Open Meetings Act, 5 ILCS 120/7(e), and a determination by the Mayor of the City of Warrenville, this meeting was held virtually.

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel, Ald. Jay Anderson, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, Bill Weidner, and Robert Wilson

Absent: Ald. Stu Aschauer

Also Present: City Administrator John Coakley, Assistant City Administrator Cristina White, Finance Director Kevin Dahlstrand, Senior Planner Natalia Domovassova, Deputy Public Works Director Phil Kuchler, Police Chief Ray Turano, Treasurer Larry Brenner, Attorney Brooke Lenneman, and City Clerk Emily Larson

Bob Siebert, Albright Court, asked why the portion of Burk Avenue has never been completed.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

COVID-19 Vaccination

Mayor Brummel reported that the DuPage County Health Department is currently taking registrations online for vaccinations for frontline essential workers and all those over 65 living and working in DuPage County for COVID-19. To register for weekly updates and appointment scheduling, visit the Health Department’s website at: www.dupagehealth.org/667/COVID-19-vaccine. Everyone is encouraged to get vaccinated as soon as it is their turn. Until we are all vaccinated, remember to continue to observe the three W’s: wash hands, wear facial coverings, and watch your distance.

Excessive Snowfall and Sidewalk Clearing

Mayor Brummel noted that over the weekend, the City experienced a significant snowfall. A big “thank you” goes out to residents who shoveled, plowed and other wise cleared sidewalks and fire hydrants throughout the City for themselves, their neighbors, and their community. It is extremely helpful for residents as well as emergency responders to have cleared sidewalks for recreational use and fire hydrants for emergency responses.

B. Clerk

Warrenville in Bloom

Clerk Larson announced that Warrenville in Bloom has ordered the flowers for the bridge planters and hanging baskets. Spring is coming!

Birthday Wishes

Ald. Davolos wished Ald. Barry a belated Happy Birthday.

Thank You

Ald. Davolos thanked John Davis for his years of service as the Chairman of the Plan Commission.

Congratulations

Ald. Davolos congratulated Tim Cosgrove for accepting the position of Chairman of the Plan Commission. Mayor Brummel noted that Mr. Davis will continue to be a member of the Plan Commission.

Fermilab Open House

Ald. Goodman announced that Fermilab will be holding a virtual open house on February 5 through 14, 2021. There will be lectures, tours of the facility, and many family friendly activities. Participants may sign up on their website.

Western DuPage Special Recreation Association (WDSRA)

Ald. Goodman announced that WDSRA will be holding a virtual fund raiser on February 15, 2021. All donations can be made online and WDSRA will match every donation.

Ald Goodman thanked John Davis for his years of service as Chairman of the Plan Commission. She said she served on the commission for six years and thanked Mr. Davis for sharing his expertize.

Ald. Weidner thanked John Davis for his years of leadership, especially during the development of Cantera.

Black History Month

Ald. Weidner noted that the formation of the Inclusion, Diversity, Equity, and Awareness Commission is very timely and looks forward to working with the members of the commission.

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2021-04, approving a Special Use Permit to allow an open sales lot at 28W265 Warrenville Road

C. Accept Mayor Brummel’s recommendation and pass resolution R2021-06, extending the duration of the March 16, 2020, Declaration of Emergency until the adjournment of the next regular, special, or emergency meeting of the City Council

D. Accept Senior Civil Engineer Hocking’s recommendation and pass resolution R2021-07, approving the reduction of the public improvements security bond for the Everton project

E. Accept Senior Civil Engineer Hocking’s recommendation and pass resolution R2021-08, approving the completion of the required public improvements associated with 2014 Liberty Mutual project, releasing the security bond, and waiving the project’s two-year maintenance period requirement

F. Accept Public Safety and Finance Committee recommendation and award $93,769.18 in Hotel Tax grant funding to various applicants for FY 2022, per the Tourism and Arts Commission memo, dated January 14, 2021

G. Accept Public Safety and Finance Committee recommendation and award $10,000 in Hotel Tax funding for FY 2022, for upgrades and repairs to the Warren Tavern building, separate from the Hotel Tax Grant program

I. Accept Public Safety and Finance Committee recommendation, deny the request to waive installation of all required public improvements, and direct staff and the City Attorney to draft a Subdivision Improvement Agreement reflecting the detailed staff analysis and conclusions in the memo from Public Works Director Kuchler and Senior Planner Domovassova, dated January 20, 2021

J. Accept Public Safety and Finance Committee recommendation and direct staff to work with the City Attorney to negotiate a five-year lease agreement with Axon Enterprise, Inc. for body-worn cameras
