City of Warrenville City Council Met Jan. 4.

In accordance with social distancing requirements, Governor Pritzker’ s Executive Orders 2020 - 43 and 2020-44, and Section 7(e) of the Illinois Open Meetings Act (see Public Act 1010640), this meeting was held virtually.
I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Present: Mayor David Brummel, Ald. Jay Anderson, Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, Bill Weidner, and Robert Wilson
Absent: None

Bob Siebert, Albright Court, encouraged residents to spend their stimulus money in Warrenville and said the City should have a plan to save small businesses.
III. OFFICIALS AND STAFF COMMENTS
A. Mayor
Happy New Year
Mayor Brummel wished everyone a Happy and Safe New Year.
Warrenville 2021 Community Calendar
Mayor Brummel announced that the 2021 Community Calendars are available at City Hall. He thanked Tom’ s Market for sponsoring the calendar and also thanked Keith and Debra Swinden for volunteering to produce the calendar. The theme this year is “Warrenville Trees”.
City Office Hours
Mayor Brummel reminded everyone that due to COVID-19, City Hall office hours have been reduced to 8:00 a.m., to 1:00 p.m., Monday through Friday. The Police
Department lobby and records division hours are 8:00 a.m. to 4:00 p.m., Monday through Friday.
COVID- 19 Update
Mayor Brummel reminded everyone to continue to follow the three W’ s: wash hands, watch your distance, and wear a mask. He said the vaccination distribution is being administered locally by the DuPage County Health Department. They are following the CDC’ s guidance for the prioritization for vaccine distribution. More information is available on the DuPage County Health Department website under Vaccine Planning in DuPage County”.

Fox Hollow Trail
Treasurer Brenner said, that while the City Council voted to not fund nor implement the Maple Hill and Fox Hollow trail connection project at this time, there is a trail between the two areas that has been constructed by the DuPage Forest Preserve District.

The members of the Council wished everyone a Happy New Year.
Tom’ s Market
Ald. Barry congratulated Tom’ s Market for continuing to improve the store.
I/We Live Alone
Ald. Davolos thanked the Police Department for doing a well- being check on her and other Warrenville seniors who are registered in the I/We Live Alone program.
Tom’ s Market
Ald. Goodman thanked Tom’ s Market for following the CDC guidelines during the pandemic. She said she was thankful to see their employees sanitizing the carts and other areas of the store.

Ald. Weidner thanked the Public Works Department for quickly cleaning snow off the streets during the last storm.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Council recommendation, waive second reading, and pass ordinance O2021-01, waiving the 2021 liquor license renewal fees for liquor license classifications allowing on-premises consumption of alcoholic beverages
B. Accept Mayor Brummel’ s recommendation and pass resolution R2021- 01, extending the duration of the March 16, 2020, Declaration of Emergency until the adjournment of the next regular, special, or emergency meeting of the City Council
C. Accept staff recommendation and pass resolution R2021- 02, approving the reduction of the public improvements letter of credit for the Culvers project and placing the project into the two-year maintenance period.
D. Accept Mayor Brummel’ s recommendation and approve the appointment of Kevin Leonard to fill the Plan Commission Ward 3 vacancy for a term expiring November 18, 2024
E. Receive and file report of invoices paid up to December 23, 2020, in the amount of $50,873.11
F. Authorize expenditures for invoices due on or before January 18, 2021, in the amount of $231, 958.56

ALD. BARRY MOVED, second by Ald. Krischel, to approve the appointment of Alderman Bob Wilson as a City Council representative to the Trailhead Workgroup to replace former Alderman Bevier.
Discussion: Ald. Weidner welcomed Ald. Wilson to the workgroup and thanked him for all the work he does outside of the Council.
