I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel, Ald. Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, Bill Weidner, and Robert Wilson

Absent: None

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, asked what portion of the $430 million in new construction in Winfield Township, cited in the property tax levy, goes to the TIF District and to the non-TIF District. He asked why there has not been any information regarding the opening in Ward 1 for alderman, following the resignation of Fred Bevier on November 16, 2020.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Holly Days

Mayor Brummel thanked the Warrenville Park District for holding another successful Holly Days. He said it was estimated that over 1,000 cars drove through the event.

Warrenville 2021 Community Calendar

Mayor Brummel announced that the 2021 Community Calendar will be available on December 15. Copies are available at City Hall and Family Foods. He thanked Family Foods for sponsoring the calendar. The theme this year is “Warrenville Trees”.

B. Clerk

April 6, 2021 Consolidated Election

Clerk Larson announced the petition packets for the April 6, 2021, Consolidated Election will be accepted beginning Monday, December 14, 2020. The City Hall Manning Avenue entrance will be open to the public from 8:00 a.m. to 1:00 p.m. Anyone wishing to submit a petition packet after 1:00 p.m. should call the City Clerk’s office at 630-836-3050 when they arrive. The Clerk or Deputy Clerk will come out to accept their petition and provide them with a receipt. The last day to submit petitions is Monday, December 21, at 5:00 p.m.

Pearl Harbor Day

Members of the Council asked citizens to remember the sacrifices made by the military on Pearl Harbor Day, December 7, 1941.

Thank You

Members of the Council thanked the Warrenville Park District for hosting Holly Days and the Public Works Department for putting up the holiday lights display on Stafford Place and Warren Avenue.

Speed Compliance Report

Ald. Weidner thanked staff for the report on a speed compliance and traffic volume assessment conducted on Continental Drive. He questioned why River Road has a speed limit of 40 mph as it is in a residential location, and would like to see the speed limit lowered if appropriate.

Fraudulent Unemployment Claims

Ald. Weidner noted the Weekly Report reported the City has received a number of fraudulent unemployment claims and urged citizens to report these claims to the Illinois Department of Employment Security, if they receive notice.

Domestic Report Hot Line

Ald. Weidner suggested there be another telephone number other that 9-1-1 to report domestic abuse calls. He said during this pandemic, the number of calls for help and support has increased.

E. Administrator

Holly Days

City Administrator Coakley stated he attended Holly Days his grandson. He noted that seeing everything through the eyes of a child was a great experience. He thanked the park district for hosting the event.

Christmas Light Display

City Administrator Coakley thanked the Public Works Department for installing the Christmas lights and displays around City Hall.

COVID – 19 Update

City Administrator Coakley reported that the Illinois State health officials have announced that the first batch of vaccine should be distributed in a few weeks, pending FDA approval. Information on the vaccination distribution plan can be found on the Illinois Department of Public Health website at https://dph.illinois.gov/covid19/vaccination-plan.

MOTION ADOPTED

A. Speedway Gas Station

ALD. ASCHAUER MOVED, second by Ald. Goodman, to accept staff recommendation, waive second reading, and pass ordinance O2020-41, granting extension of approvals for redevelopment of the Speedway Gas Station at the northwest corner of Route 59 and Batavia Road.

Discussion: Ald Weidner said because of the recent change in ownership, he is not in favor of granting an extension for the development. He said there have been too many changes during the last year and he would prefer having the Plan Commission review the proposal.

Community and Economic Development Director Mentzer said staff sees this request as reasonable and Speedway is not asking for any new changes at this time.

Melanie Hart, representative for Speedway, noted that they have not submitted any changes and the project is on hold at this time.

Ald. Aschauer noted that should there be any changes to the project, the EPA would have to be contacted. Director Mentzer said that is correct.

Ald. Goodman expressed concern that there are many maintenance issues; such as the pumps not working properly. She said delaying maintenance is not good for the business. Ms. Hart said she would speak with the property manager.

Ald Weidner commented that the level of communication between the City and the owner is disappointing, and the City needs a more directive plan.

Ald. Wilson said Speedway should make sure any changes are acceptable and the City should be kept up to date.

B. Outdoor Storage – 29W030 Main Street

ALD. DAVOLOS MOVED, second by Ald. Goodman, to accept Plan Commission recommendation, waive second reading, and pass ordinance O2020-42, approving a Special Use Permit for outdoor storage at 29W030 Main Street.

Discussion: Ald Krischel was concerned the new owners would be parking semi trucks on the street. Director Mentzer said the code enforcement officer would be monitoring the site, and if the special use permit is not in compliance, the City would revoke the special use permit.

Justin Shlensky, representative from Eagle Commercial, LLC, said storage for building materials has been discussed with the Plan Commission and improvements have been made.

J. Enterprise Maintenance and Replacement Plan

ALD. DAVOLOS MOVED, second by Ald Goodman, to accept Public Safety and Finance Committee recommendation and accept the updated Enterprise Maintenance and Replacement Plan (EMRP), dated December 7, 2020.

Discussion: Ald. Davolos noted that her concerns about the EMRP were addressed at the last committee meeting. She thanked staff for all their hard work and is confident this plan will work.

K. TIF #4 Water Tower RFP

ALD. DAVOLOS MOVED, second by Ald. Goodman, to accept Public Safety and Finance Committee recommendation and direct staff to issue a Request for Proposals for financial advisor services to assist the City in the evaluation of financing options for the proposed water tower, well, and iron filtration facility in TIF #4.

Discussion: Ald Davolos noted this proposal is the perfect way on how to use TIF revenue to develop property without using tax-payer’s money.

Ald. Goodman complimented the staff for this recommendation.

N. Ward 1 Alderman

ALD. GOODMAN MOVED, second by Ald. Davolos, to accept Mayor Brummel’s recommendation and approve the appointment of Jay Anderson to fill the City Council Ward 1 Alderman vacancy for a term expiring April 30, 2021.

Discussion: Jay Anderson said he appreciates the opportunity to serve his community. He looks forward to being a part of Warrenville’s new growth.

The members of the Council welcomed Jay Anderson and look forward to working with him.

VII. REGULAR AGENDA

Tourism and Arts Commission

ALD. BARRY MOVED, second by Ald. Davolos, to accept Tourism and Arts Commission recommendation and exclude the insurance cost from the amended grant request, and 2) accept Tourism and Arts Commission recommendation and approve a 12- month VIMEO subscription for the virtual event.

Discussion: Leo Beltran, Senior Accountant and TAC staff liaison, reported to the Council that the 2020 CoffeeCon event is changing from an in-person event to a virtual (on-line) event and is requesting that the insurance costs be excluded from the grant application. He said TAC is recommending this change.

Pat Sinnott, CoffeeCon, said that 90 percent of the vendors will be streaming live out to the public.

Ald. Barry stated this will be good advertising for Warrenville.

Ald. Davolos stated it is hard to put on any events during a pandemic but know this will be successful.

Ald. Goodman asked why there is an additional capital request for $1,200 for cables. Kevin Sinnott said the cables are disposable due to the wear and tear on them during the event, but are available to anyone after the event is over.

Ald. Krischel wished the organizers good luck and thanks for thinking out of the box.
