City of Darien City Council met June 17.

Here is the minutes provided by the council:

1. CALL TO ORDER

The regular meeting of the City Council of the City of Darien was called to order at 7:30 P.M. by Mayor Marchese.

2. PLEDGE OF ALLEGIANCE

Mayor Marchese led the Council and audience in the Pledge of Allegiance.

3. ROLL CALL — The Roll Call of Aldermen by Clerk Ragona was as follows:

Absent: Eric K. Gustafson

4. DECLARATION OF A QUORUM — There being six aldermen present, Mayor Marchese declared a quorum.

5. QUESTIONS, COMMENTS AND ANNOUNCEMENTS – GENERAL

There were none.

6. APPROVAL OF MINUTES – June 3, 2019 City Council Meeting

It was moved by Alderman Kenny and seconded by Alderman Schauer to approve the minutes of the City Council Meeting of June 3, 2019.

Roll Call: Ayes: Belczak, Chlystek, Kenny, Schauer, Sullivan, Vaughan

Nays: None

Absent: Gustafson

Results: Ayes 6, Nays 0, Absent 1

7. RECEIVING OF COMMUNICATIONS

There were none.

8. MAYOR’S REPORT

A. CONSIDERATION OF A MOTION TO APPROVE A RESOLUTION COMMENDING COMMANDER GERALD PICCOLI FOR HIS CONTRIBUTIONS TO THE CITY OF DARIEN, DUPAGE COUNTY, ILLINOIS

Mayor Marchese read the resolution into the record.

It was moved by Alderman Kenny and seconded by Alderman Schauer to approve the motion as presented.

RESOLUTION NO. R-74-19 A RESOLUTION COMMENDING COMMANDER GERALD PICCOLI FOR HIS CONTRIBUTIONS TO THE CITY OF DARIEN, DUPAGE COUNTY, ILLINOIS

Roll Call: Ayes: Belczak, Chlystek, Gustafson, Kenny, Schauer, Sullivan, Vaughan, Marchese, Ragona, Coren, Murphey, Vana

Nays: None

Absent: None

Results: Ayes 12, Nays 0, Absent 0

MOTION DULY CARRIED

Commander Piccoli thanked his brother, Mark Piccoli, for being instrumental in guiding his career path; Dave Scala, Field Training Officer, for his mentoring; Chief Thomas for providing the opportunity of a leadership role; and his wife, Amy, for her love, support, encouragement and strength throughout his career.

Mayor Marchese presented Mrs. Piccoli with a bouquet of flowers; he thanked Commander Piccoli for his service, congratulated and wished him well.

.stated he received email from Attorney Murphey regarding Sterigenics. Attorney Murphey will be filing a reply memo in support of intervention; a court hearing is scheduled for July 18, 2019. 

.thanked Republic Bank for the invitation to attend their 50 Anniversary of Woodstock. 

.reminded Aldermen to complete 4 of July Lions Club Parade application.

9. CITY CLERK’S REPORT There was no report.

10. CITY ADMINISTRATOR’S REPORT There was no report.

11. DEPARTMENT HEAD INFORMATION/QUESTIONS A. POLICE DEPARTMENT

Alderman Kenny inquired about the numerous burglaries in Downers Grove; Chief Thomas commented that he had no information.

Alderman Chylstek reminded residents to keep their car doors locked.

B. MUNICIPALSERVICES

Mayor Marchese inquired about the road construction on 71st Street and Clarendon Hills Road; Director Gombac stated work will be completed by July 3.

12. TREASURER’S REPORT

A. WARRANT NUMBER 19-20-05

It was moved by Alderwoman Sullivan and seconded by Alderman Vaughan to approve payment of Warrant Number 19-20-05 in the amount of $1,221,815.54 from the enumerated funds for a total to be approved of $1,221,815.54.

13. STANDING COMMITTEE REPORTS

Administrative/Finance Committee – No report. Municipal Services Committee – No report.

Police Committee – Chairman Kenny commented Police Committee did not meet this evening due to lack of agenda items.

Police Pension Board – Liaison Coren announced the quarterly meeting of the Police Pension Board has been rescheduled to August 7, 2019 at 7:00 P.M. in the Police Department Training Room.

14. QUESTIONS AND COMMENTS – AGENDA RELATED There were none.

15. OLD BUSINESS

There was no Old Business.

16. CONSENT AGENDA

There was no Consent Agenda.

17. NEW BUSINESS

June 17, 2019

A. CONSIDERATION OF A MOTION TO APPROVE AN ORDINANCE AMENDING TITLE 2 OF THE DARIEN CITY CODE, “BOARDS AND COMMISSIONS,” BY CREATING A NEW CHAPTER 4, “ECONOMIC DEVELOPMENT COMMITTEE”

It was moved by Alderwoman Sullivan and seconded by Alderman Belczak to approve the motion as presented.

Mayor Marchese explained the purpose of the committee and the tasks assigned; he addressed comment from Council.

ORDINANCE NO. O-19-19

AN ORDINANCE AMENDING TITLE 2 OF THE DARIEN CITY CODE, “BOARDS AND COMMISSIONS,” BY CREATING A NEW CHAPTER 4, “ECONOMIC DEVELOPMENT COMMITTEE”

B. CONSIDERATION OF A MOTION TO ADVICE AND CONSENT THE APPOINTMENT OF FRANK BURNS, BRYAN GAY, ROBERT E. HAHN, ANGELO IMBROGNO, LOU MALLERS, MATTHEW WEBERLING AND TINA BEILKE AS CHAIRPERSON TO THE ECONOMIC DEVELOPMENT COMMITTEE

It was moved by Alderman Belczak and seconded by Alderman Schauer to approve the motion as presented.

Clerk Ragona issued the Oath of Office to Tina Beilke (Chairperson), Frank Burns, Robert E. Hahn, Angelo Imbrogno and Louis Mallers; Bryan Gay and Matthew Weberling were not in attendance.

C. CONSIDERATION OF A MOTION TO APPROVE A RESOLUTION ACCEPTING A PROPOSAL FROM MORNING NOON NIGHT FOR THE CLEANING OF THE STORM SEWER INFRASTRUCTURE AT BIRCHWOOD AND HOLLY PARK IN AN AMOUNT NOT TO EXCEED $6,600.00

It was moved by Alderman Schauer and seconded by Alderwoman Sullivan to approve the motion as presented.

RESOLUTION NO. R-75-19

A RESOLUTION ACCEPTING A PROPOSAL FROM MORNING NOON NIGHT FOR THE CLEANING OF THE STORM SEWER INFRASTRUCTURE AT BIRCHWOOD AND HOLLY PARK IN AN AMOUNT NOT TO EXCEED $6,600.00

18. QUESTIONS, COMMENTS AND ANNOUNCEMENTS – GENERAL

Mayor Marchese. th.announced Darien Historical Society will be kicking off Darien’s 50 Birthday Celebration with an Ice Cream Social on Wednesday, June 19, 2019 from 5:30 – 7:30 P.M. at Old Lace Schoolhouse & Museum. Mayor Marchese invited all to attend; he noted restored United States flag will be on display.

.commended the 50th Anniversary Committee on their efforts.

Alderman Kenny announced the Rotary Club of Downers Grove is celebrating Rotary GroveFest on June 20-23, 2019.

19. ADJOURNMENT

There being no further business to come before the City Council, it was moved by Alderman Kenny and seconded by Alderwoman Sullivan to adjourn the City Council meeting.
