Village of Westmont Village Board met April 25.

Here is the minutes provided by the board:

Mayor Gunter called the meeting to order at 6:01 P.M.

CHAMBER OF COMMERCE DIRECTOR: Forssberg - P

VISITORS: None.

THOSE PRESENT RECITED THE PLEDGE OF ALLEGIANCE. 

Mayor welcomed everyone to the meeting.

OPEN FORUM:

• None

REPORTS 

Mayor Gunter

• Mayor Gunter invited Larry McIntyre to the podium to talk about the Hsinchu County Community Fitness Initiative. This was a walking challenge that was put together by our Health and Wellness Committee. The opportunity to participate is also open to our community at large. Angela Yang has initiated this on the Hsinchu side as well. It will be over 8000 miles and is on the honor system. Updates will be given monthly. 

• The Westmont Chamber will be having their awards dinner on Monday, April 29th at 6:00pm. The dinner will be hosted at the Hilton. There are 12 major awards being presented, including the Westmont Citizen of the Year.

Clerk Szymski

• Free leaf pick-up will be May 6 to 10th. Leaves Only, and they must be in craft paper bags. 

• Letter Carriers coordinate a Stamp Out Hunger food drive on Saturday, May 11th. Put your food donations in a bag next to your mailbox before your letter carrier comes. 

• Rotary Reverse Raffle is tomorrow night. Doors open at the Knights of Columbus Hall at 6:00pm and tickets are still available at the door

Trustee Barker

• Thanked the EIC committee for all of their work and volunteerism.

• Many people showed up for bulb smashing.

• 132 seedlings were given away.

• There is a boy scout troop that are putting in their time to construct a rain garden at Richmond Gardens. 

• We are still looking for volunteers to sign up for the DuPage River Sweep, which is May 18th and the Storm Drain Stenciling, which will be June 1st. 

• Recapped the Westmont First Meeting regarding artists in Westmont. It would be nice to see some art displayed at our train station.

Trustee Liddle

• The next Administration Finance Committee meeting will be held on May 9th at 4:30pm. 

• A budget workshop is being planned for May 2nd at 4:30pm at Village Hall. The meeting will be available on playback via YouTube.

• The Pet Promenade & Party in the Park will be May 19th. It is hosted by the Westmont Chamber.

• Red, White & BBQ will be Memorial Day Weekend, May 24 - 26th.

• Race to the Flag will be May 26th and you can register on the Village website. Proceeds will go to benefit People's Resource Center.

Trustee Barry

• The next Economic Development Committee meeting will be May 10th at Village Hall at 9:00am. 

• The TECO Family Fun Fest is coming to town on May 11th from 11:30am - 3:00pm. You must buy food tickets in advance.

• The Senior Spring Fling will be May 3rd from 8:30am - 12:00pm at the Park District Community Center, 75 E Richmond Street and admission is free. 

• Recapped the Cryotherapy Ribbon Cutting that was held at 230 North Cass Avenue.

Trustee Guzzo

• Our next Public Safety Committee meeting will be May 23rd, 4:30pm at Village Hall.

• Invited Deputy Chief Gruen to talk about the fundraisers for Special Olympics

o There was a volleyball game held where over $2000 was raised. 

o Cop on top will be May 17th at both Dunkin' Donuts locations from 5:00am - 11:00am. 

o There will be a paper shred fundraiser on May 18th from 9:00am - 12:00pm at the Westmont Police Department. 

• Deputy Chief Guen also talked about the National Prescription Drug Take-Back Day on April 27th from 10am - 2pm at Mariano's and the Westmont Police Department.

• The Fire Department has a new facebook page, please be sure to check it out.

• Thanked the Police Department for all of their help with Special Olympics.

Trustee Addington

• The Lions Club will be making pancakes for the Race to the Flag event and all proceeds from that will also go to People's Resource Center. 

• Recapped the Community Development Committee meeting.

o Went over commercial vehicle parking. 

o Discussed vape shops in downtown Westmont and potential regulations. 

o Allowing a chairlift for a resident in a townhome, which would require a variance. 

o The Westmont Historical Society wants to come up with an identification plaque program for historical properties.

Board to consider an ordinance approving the following requests for the 2019 Chicago

Prostate Center 5K to be held on September 8, 2019:

(J) REDUCTION OF CLASS 4 & CLASS 2 LIQUOR LICENSES 

Board to consider an ordinance reducing the number of Class 2 liquor licenses by one (1) due to closure of Saffron Restaurant, 6200 South Cass Ave and reducing the number of Class 4 Liquor License by two (2) due to non-renewal of Woodgrain Neapolitan Pizzeria, 19 W Ogden Ave and Sweet & Savory Spot, 15 S Cass Ave.

Motion by Trustee Liddle to consider an ordinance approving variances to allow a detached garage to exceed the maximum allowable square footage and length for detached garages.

(5) AMENDMENT TO ALLOW CHAIRLIFTS IN LIMITED CIRCUMSTANCES 

Community Development Director Sylvester addressed the Board on this item.

Motion by Trustee Barry to consider postponing an ordinance to amend the municipal code and section 1009.4 of the International Building Code (IBC) and International Fire Code (IFC) to allow chairlifts on shared stairwells in condominium common areas.

Seconded by Trustee Addington and the motion to postpone passed.

Motion by Trustee Addington to consider postponing an ordinance approving a B-1 Business District Development Permit for a proposed Vape Shop at 4 West Burlington Avenue.

Seconded by Trustee Liddle and the motion to postpone passed.

Motion by Trustee Guzzo to consider an ordinance increasing the number of available Class 1 Liquor Licenses by one (1) for Clique Sports Bar and Grill, 6010 South Cass Avenue.

Seconded by Trustee Addington and the motion passed.

Motion by Trustee Guzzo to consider an ordinance approving the Mayor's appointment of Ann Marie Lamariello-Perez of Lamp Law, LLC as special legal counsel to prosecute liquor, tobacco, and massage ordinance violations of the Village Code.

Motion by Trustee Guzzo to consider an ordinance approving an Intergovernmental Agreement among the Village of Downers Grove, the Westmont Park District, and the Village of Westmont for drainage improvement projects.
