Here is the minutes as provided by the committee:

1. Call to Order

10:30 AM meeting was called to order by Chairman Brian J Krajewski at 10:30 AM.

A. Animal Care and Control Committee - Regular Meeting - Nov 21, 2017 10:30 AM

6. Budget Transfers

A. Budget Transfers -- Recommendation to approve five (5) budget transfers for Animal Care & Control 1100-1300: Transfer of funds from account no. 50000 (Regular Salaries) to account no. 51040 (Employee Med & Hosp Insurance) in the amount of $22,000.00 due to increased medical benefits usage on the part of employees as compared to FY17. Transfer of funds from account no. 53160 (Unemployment Comp Insurance) to account no. 53300 (Repair & MTCE Facilities) in the amount of $5,000.00 as the shelter continues to experience issues with front entry door. Transfer of funds from account no. 53610 (Instruction & Schooling) to account no. 53600 (Dues & Memberships) in the total amount of $300.00. Transfer of funds from account no. 52260 (Fuel & Lubricants) and account no. 52270 (Maintenance Supplies) to account no. 52320 (Medical/Dental/Lab Supplies) in the total amount of $5,000.00 due to that fact that Animal Care & Control was without a full time Administrator Veterinarian when the FY 17 budget was created, thus it was developed with little input as to medical equipment needs. Additional dollars need to be added to this line as medical protocols evolve to include enhanced medical care.

A. 2018-6 Recommendation for the approval of a purchase order to Pet Population Fund program partner, Spay Illinois Pet Well Clinics to provide low cost spays/neuters, for DuPage Animal Care & Control, for the period December 1, 2017 through November 30, 2018 for a contract total not to exceed $14,340.00, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids. Total contract amount will vary as it is based on FY 2017 total spend and is dependent upon the program utilization of DuPage citizens.

8. Other Action Items

A. Action Item -- Good Samaritan Law - Add to 2018 Legislative Agenda

As discussed at prior meetings, Chairman Krajewski would like to add the Good Samaritan Law to the 2018 Legislative agenda for next spring in Springfield. The Chairman has been working with representatives in Will County which allows citizens to break the window of a car if the pet inside is showing distress without being charged civilly or criminally. Indiana just passed a similar bill. Marc Ayers, Executive Director of the Humane Society of the United States, stated that there are multiple states that have legislation in place for law enforcement to break into a vehicle when an animal is in distress, however average citizens do not have that authority. More states are moving to enact these types of laws allows giving citizens the ability to intervene.

B. Action Item -- Local Sourcing Legislation - Add to 2018 Legislative Agenda

Last year, Chicago and Cook county passed legislation banning the sale of dogs and cats bred in a high commercial environment. Recent IL legislation HB2824 and SB1882 was pushed by lobbyist in the pet store industry that sell dogs from puppy mills which would overturn the what was done in Chicago and Cook County. DuPage County officially opposed these bills and much of the language was taken out of the bill. Chairman Krajewski has been working with Suzanne Hart in Will County to bring legislation down to Springfield to, at the very least, allow DuPage and Will County to follow suit with local sourcing legislation. Marc Ayers informed the Committee that these bills are to put safeguards in place to curtail the sale of puppy mill dogs and cattery kittens. There are other stores in the area already using shelter dogs instead of high commercially bred puppies. Many other Countries have also passed similar pet store bills. This will not affect the sale of face to face transactions with breeders.

9. Old Business Chairman Krajewski asked Dr. Hanek to inform the Committee of an opportunity for her to attend the VMX Conference in Orlando in March 2018. As the Medical Director for PAWS Chicago for a number of years, Dr. Hanek has given speeches at events such as the national Humane Society of the United States conference. The VMX conference is one of the few that offers a whole track of courses specifically on Shelter Medicine. The Shelter Medicine Continuous Education track is hosted by the Association of Shelter Veterinarians and given by leaders in animal welfare. This track discusses the most current issues faced in shelters today along with practical solutions and relevant scientific information. Previous attendance and networking at other conferences has enabled Dr. Hanek to bring in industry experts to assist with everything from animal behavior to the Phase 2 construction project. Member Wiley looks forward the County Board receiving additional education about the opportunities attendance at this conference will provide. This will be on the agenda at the 1/2/2018 Committee meeting.

A grant for $300,000.00 has been awarded to Animal Care & Control (ACC) for the purchase of a specialty spay/neuter vehicle. This vehicle will enable the shelter to not only perform those surgeries but also respond to emergencies, provide education, and promote adoptions. It presents the shelter with many opportunities to assist in the community. Thank you for the DuPage Animal Friends Foundation for helping to facilitate ACC receiving this grant.

Laura Flamion stated that an offer has been extended and accepted for the open Front Office position. Pending County Board approval in January, the new hire should start on 1/10/2018. The open Animal Caretaker position was filled and the open Animal Control Officer position will be posted soon.

10. New Business Dr. Hanek informed the Committee that ACC responded to a call on Thanksgiving of 15 puppies left in a field, unfortunately, one was deceased. ACC Officers responded to the call immediately and within a couple of days, staff had found foster homes for the puppies. It was discovered that most have ringworm. The treatment, which can last months, entails medical dipping twice a week and oral medication. Some open admission shelters would have euthanized the positive puppies. Because of recently purchased equipment along with the dedication of staff and our supporters, we are able to treat and find these animals homes.
