1. Call to Order

10:15 am meeting was called to order by Chair Robert L Larsen at 10:20 am.

2. Roll Call

3. Public Comment 

Steve Fixler from the Veterans Assistance Commission (VAC) announced the start of the Toys for Tots Drive for 2017. There is a collection box in the VAC office on the second floor to drop off new, unwrapped toys through December 15. Posters are displayed throughout the County.

4. Chairman's Report - Chair Larsen 

Chairman Larsen announced the cancellation of the December 19, 2017 Health and Human Services meeting. Any unforeseen needs can be handled with a special call meeting, if necessary.

A. HHS-R-0491-17 RESOLUTION -- Recommendation for approval of a Neighborhood Stabilization Program Agreement Modification for a fourth time extension request until March 1, 2018 between DuPage County and Habitat for Humanity, Project NSP08-02a.

B. HHS-R-0492-17 RESOLUTION -- Recommendation to approve the transfer of liens CD93-12, CD05-20G, and CD06-24H from the National Alliance on Mental Illness (NAMI), in the amount of $188,738.00, to the DuPage Health Department as part of the acquisition of 22W666 Hackberry, Glen Ellyn and 408 Braemar, Naperville to maintain the use of each property as a group home for persons with disabilities.

Staff explained that the National Alliance of Mental Health Institute (NAMI) wanted to withdraw from managing group homes. With no guarantee that if NAMI sold the named properties, new owners would maintain the properties as group homes, Mary Keating, Director of Community Services, identified available Community Development Block Grant (CDBG) funds and recommended transfer of existing liens to the DuPage County Health Department, which contributed funds of their own, to preserve the properties as group homes.

11. Community Services Update - Mary Keating Mary Keating stated the Family Self-Sufficiency Program is a program that assists families that are receiving some level of public assistance in a case management program for up to five years. The participants strive to achieve vocational and/or educational goals and are provided case management and financial support along the way. The Family Self-Sufficiency Holiday party held on December 9 celebrates the accomplishments of the participants over the year. Although there are corporate sponsors, volunteers and donations are welcome for the children of the participants attending. All County Board members should have received a flyer in their mailbox or can contact Mary Keating for more information.

12. DuPage Care Center Update - Janelle Chadwick

Janelle Chadwick, Administrator of the DuPage Care Center, distributed instructions to access the Amazon Wish List for anyone that would like to provide gifts to the residents of the DuPage Care Center. This list includes unusual items that include items for communication, hearing, and the comfort of residents. Ms. Chadwick also presented a flyer that highlights the holiday events at the Care Center. The link to the Wish List and other means of donating will also be in the Inside DuPage Newsletter coming out later today. The handouts are attached hereto and made part of the minutes packet.
