1. Change Order -- Amendment to Contract 2969-0001-SERV issued to GrantAnalyst.com dba ZoomGrants, for the purchase of an additional subscription to the web-based grant application (CDBG Capital), increasing the encumbrance in the amount of $2,000.00 resulting in an amended contract total of $10,500.00, an increase of 23.53%. (Grant funded).

Mary Keating answered questions posed by the committee, explaining the increase in the contract is to incorporate Community Development Block Grant (CDBG) Capital applications, combining all grant applications (Human Services Grant Fund (HSGF), CDBG Capital, Continuum of Care, Public Services) on the same platform.

B. Budget Transfers -- Community Services - Community Development Commission - Additional funds needed for estimated payroll expenses through the current fiscal year FY17- $9500.00

Staff answered all questions posed by the committee.

C. Budget Transfers -- Community Services - Community Development Commission - To transfer funds budgeted, but no longer needed, to fund three (3) new municipal projects: Two (2) new funds are in Bensenville (Stormwater Reservoir and George Street Bypass) and one is in Villa Park (Second Street Sewer). Remaining funds were from projects such as Armstrong Park, Warrenville River Restoration, Buyout funds, and five (5) cancelled activities. - $3,675,518.00 Discussion ensued. Staff answered all questions posed by the committee.

E. Authorization to Travel -- Community Services Senior Community Development Specialist to attend the Annual Housing Action Illinois Conference in Bloomington, Illinois from October 26, 2017 through October 27, 2017. Expenses to include registration, transportation, lodging, and per diem for approximate total of $566.42. Grant funded.

F. Authorization to Travel -- Community Services Administrator of Housing Supports to attend the Annual Housing Action Illinois Conference in Bloomington, Illinois from October 26, 2017 through October 27, 2017. Expenses to include registration, transportation, lodging, and per diem for approximate total of $566.42. Grant funded.

G. Authorization to Travel -- Community Services Ombudsman Manager to attend the Regional Ombudsman Quarterly Meeting at the Adult Protective Advocacy Conference in Springfield, Illinois from September 26, 2017 through September 27, 2017. 12. Community Services Update - Mary Keating

Mary Keating, Director of Community Services, announced the start of the Low Income Home Energy Assistance Program (LIHEAP). The application process will open to seniors and persons with disabilities starting October 1, 2017; for people with disconnection notices on November 1, 2017; and for income qualified general public on December 1, 2017.

The open enrollment for the Affordable Care Act (ACA) Market Place will run from November 1, 2017 to December 15, 2017. This enrollment period has been shortened by the federal government and they will not be actively marketing the enrollment period. There will be a meeting at the DuPage County Health Department next week to engage community partners in getting the word out, especially reaching out to our previous clients.

Ms. Keating updated the committee on the Community Care Program (CCP) statewide task force which was created under the new state budget to look at streamlining and cost savings within the Community Care Program. Ms. Keating and Brandy Schank, our Seniors' Case Manager Coordinator, a delegate on the task force, stressed the cost benefits of the CCP in a meeting last week with State Representative Olson, also on the taskforce. Ms. Keating distributed a CCP overview created by Ms. Schank, which was used as an outline at the meeting. The overview highlights the CCP basics and emphasizes the individual cost savings of the program, including the savings to the state by keeping individuals in their homes to age in place versus the costs of long term care. The presentation handout is attached hereto, and made part of the minutes packet.

Chairman Larsen asked if the state released the LIHEAP funds. Ms. Keating replied that the funds have been appropriated but we have not received the grant agreements.

Overview of Community Care Program

13. Dupage Care Center Update - Janelle Chadwick

Janelle Chadwick, Administrator of the DuPage Care Center, reminded the committee about the DuPage Care Center's 50th Annual Fall Festival on September 16, and announced that staff and residents will be outside of the County Board meeting on Tuesday, September 12, selling raffle tickets.

Ms. Chadwick added they are anticipating the annual survey to arrive as usual from the Illinois Department of Public Health by the second or third week in September.

Ms. Chadwick began doing a tagalong observation at bedside with the direct care staff to learn the processes to have a better understanding of efficiencies and seek opportunities for improvement.
