City of Oakbrook Terrace City Council met April 11.

Here is the minutes as provided by the Council:

I. CALL TO ORDER

Mayor Ragucci called the April 11, 2017, Regular and Committee of the Whole

Meeting of the City Council to order at 7:00 P.M.

II. ROLL CALL

Roll call indicated the following Aldermen were in attendance:

Present: Alderman Esposito, Alderman Greco, Alderman Przychodni, Alderman

Swartz, Alderman Thomas, Alderman Vlach and Mayor Ragucci.

Absent: None

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero,

Building and Zoning Administrator M. Dragan, Assistant to the Mayor and

Administrator M. Sarallo, and City Attorney R. Ramello.

III. PLEDGE OF ALLEGIANCE

Mayor Ragucci led everyone in the Pledge of Allegiance.

IV. ADDITIONS OR DELETIONS TO THE AGENDA

None.

V. APPROVAL OF MINUTES – CHANGES OR CORRECTIONS

1. Regular Meeting Minutes Of March 28, 2017.

Motion to approve the minutes of the March 28, 2017 Regular City Council and

Committee of the Whole as presented was made by Alderman Vlach and

seconded by Alderman Thomas.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

VI. PUBLIC PARTICIPATION

None.

VII. ACTION ITEMS/CONSENT AGENDA

1. Payment of City Bills: April 11, 2017 In The Amount Of $62,655.42.

2. Ordinance No. 17-12: An Ordinance Granting A Special Use Permit For A

Research Laboratory In The B-3 General Retail District For The Property

Commonly Known As One Parkview Plaza, 17W110 22nd Street In The City Of

Oakbrook Terrace, Illinois.

3. Ordinance No. 17-13: An Ordinance Granting An Exception From The Zoning

Ordinance And Amending The Planned Unit Development For 2 Trans Am Plaza

Drive In The City Of Oakbrook Terrace, Illinois.

4. Ordinance No. 17-14: An Ordinance Amending Title VII Entitled “Traffic Code”

Of Chapter 78 Entitled “Seizure And Impoundment Of Motor Vehicles” Of The

Code Of Oakbrook Terrace, Illinois.

5. Ordinance No. 17-15: An Ordinance Decreasing The Number Of Class “A”

Liquor Licenses By One (1), Pursuant To The Provisions Of Title XI (Business

Regulations); Chapter 111 (Food And Beverages); Subchapter Alcoholic Liquor

Control, Section 111.012 (Number Of Licenses In Each License Classification),

Of The Code Of Ordinances Of The City Of Oakbrook Terrace, Illinois As

Amended (Antonacci’s LLC d/b/a Basta Pasta).

6. Ordinance No. 17-16: An Ordinance Decreasing The Number Of Class “E”

Liquor Licenses By One (1), Pursuant To The Provisions Of Title XI (Business

Regulations); Chapter 111 (Food And Beverages); Subchapter Alcoholic Liquor

Control, Section 111.012 (Number Of Licenses In Each License Classification),

Of The Code Of Ordinances Of The City Of Oakbrook Terrace, Illinois As

Amended (Blaze IL Store 11, LLC).

Motion to approve all the items contained on the Consent Agenda for April 11,

2017 as presented was made by Alderman Przychodni and seconded by

Alderman Esposito.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

VIII. ITEMS REMOVED FROM THE CONSENT AGENDA

None.

IX. RECESS TO THE COMMITTEE OF THE WHOLE

Motion to recess to the Committee of the Whole portion of this meeting was

made by Alderman Swartz and seconded by Alderman Vlach.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

X. MAYOR RAGUCCI

Mayor Ragucci thanked Oakbrook Terrace residents for voting last Tuesday in the

municipal election. Mayor Ragucci congratulated Alderman Esposito and Alderman

Vlach, and City Clerk Shadley on their win.

XI. COMMITTEE OF THE WHOLE CONSIDERATIONS

1. Purchase Of Police Vehicles For The FY 2018 Budget.

City Administrator Marrero referenced the memorandum from Sergeant Milas

regarding the scheduled replacement of two (2) police vehicles. City

Administrator Marrero reported the total cost of the two (2) new cars would be

$44,982, which includes the trade-in value for one (1) car. City Administrator

Marrero said the other vehicle will be sold on EBay.

The Council concurred to place this on the next consent agenda.

2. IMRF – Elected Officials.

Assistant to the Mayor and Administrator Sarallo indicated the IMRF Board

requires the City pass a resolution every two (2) years indicating the elected

officials are meeting the hourly standards. Assistant to the Mayor and

Administrator Sarallo explained that the City’s aldermen are grandfathered-in

because the 1,000 hourly standard changed after they already opted to participate

in IMRF.

The Council concurred to place this on the next consent agenda.

3. Amending The Provisions Of Chapter 51 Entitled “Solid Waste Disposal and

Recycling”.

Alderman Vlach questioned the City’s ability to enforce a covering over the

dumpster at night. The Council concurred to remove this requirement and place

this on the next consent agenda as amended.

XII. COUNCIL MEMBER COMMENTS

The Council members offered congratulations to the newly elected officials

including: Mayor Ragucci, Alderman Esposito, Alderman Vlach and City Clerk

Shadley.

XIII. CITY ATTORNEY RAMELLO

City Attorney Ramello congratulated the newly elected officials.

XIV. CITY CLERK SHADLEY

City Clerk Shadley offered congratulations to the newly elected officials.

XV. CITY ADMINISTRATOR MARRERO

City Administrator Marrero offered congratulations to the newly elected officials.

XVI. RECONVENE THE CITY COUNCIL MEETING

Motion to reconvene the City Council meeting was made by Alderman Greco

and seconded by Alderman Esposito.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

XVII. OLD BUSINESS

None.

XVIII.RECESS TO EXECUTIVE SESSION

Motion to recess to Executive Session to discuss closed session pursuant to

Section 2(c) (11) of the open meetings act to discuss pending litigation, closed

session pursuant to section 2 (c) (21) discussion of the approval of closed session

meeting minutes and semi-annual review of the closed session meeting minutes

mandated by section 2.06 of the open meetings act, appointment, employment,

compensation, discipline, performance or dismissal of employee’s of the public

body, and pay & benefits for certain classes of employees was made by

Alderman Przychodni and seconded by Alderman Greco.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

XIX. EXECUTIVE SESSION

1. Closed Session Pursuant To Section 2(c) (11) Of The Open Meetings Act To

Discuss Pending Litigation.

2. Closed Session Pursuant To Section 2 (c) (21) Discussion Of The Approval Of

Closed Session Meeting Minutes And Semi-Annual Review Of The Closed

Session Meeting Minutes Mandated By Section 2.06 Of The Open Meetings Act.

3. Appointment, Employment, Compensation, Discipline, Performance or

Dismissal Of Employee’s Of The Public Body.

Motion to reconvene the City Council meeting was made by Alderman Vlach

and seconded by Alderman Swartz.

XXI. OLD BUSINESS

1. Motion To Approve Certain Closed Session Minutes From August 2016 to

February 2017.

Motion To Approve Certain Closed Session Minutes From August 2016 to

February 2017 was made by Alderman Greco and seconded by Alderman

Esposito.

Aldermen Ayes: Esposito, Greco, Przychodni, Swartz, Thomas, and Vlach

Aldermen Nays: None

Motion passed.

2. Resolution No 17-1: A Resolution To Authorize The Release Of Certain

Executive Session Minutes For Meetings In The Years 1995-2017 Of The City

Council Of The City Of Oakbrook Terrace, Illinois.

Motion To Approve Resolution No 17-1: A Resolution To Authorize The

Release Of Certain Executive Session Minutes For Meetings In The Years

1995-2017 Of The City Council Of The City Of Oakbrook Terrace, Illinois

was made by Alderman Vlach and seconded by Alderman Thomas.
