Rep. Casten introduces House bill addressing defense sector talent shortages
A bill introduced in the U.S. House by Rep. Sean Casten seeks to bolster national defense by tackling gaps in workforce skills across key industrial sectors, according to the U.S. Congress.
Known as H.R.8133, the legislation was submitted on March 27, 2026, during the 119th Congress's regular session. The summary below is based on the official bill text and includes clarifying interpretation where needed.
The core purpose of this bill is to amend the Defense Production Act of 1950 to improve workforce and skill development needed for national defense. Federal agencies would be required to review and report on skill and workforce gaps that hinder the domestic industrial base's ability to supply essential goods and services. The bill enables agencies to designate part of financial aid for recruiting, training, placed workers, or retention in vital defense roles, so long as recipients track their performance. Every year, agencies would be required to provide reports describing the gaps found, along with suggestions for training initiatives and possible legislative strategies to resolve workforce deficits. The bill would become effective upon enactment.
Rep. Sean Casten (Democrat-IL-6th District) is the sole sponsor of the bill.
Throughout the current session, Rep. Casten has brought forward 39 additional bills.
Congressional bills may originate in either the U.S. House or Senate, except for revenue legislation, which must start in the House. Once introduced, bills are sent to committees for consideration, hearings, amendments, and debate, followed by votes in both chambers. Identical versions passed by both chambers go to the president for signature or veto. Congress meets in two-year terms, numbered sequentially and divided into two annual sessions. Congress.gov maintains the record of the legislative process and bill texts.
Sean Casten, a Representative from Illinois, has served as a Democrat in the One Hundred Sixteenth and the three subsequent Congresses, beginning January 3, 2019. He earned his B.A. from Middlebury College and his M.S. and M.E.M. from Dartmouth College.
