Illinois Tollway announces long-term ramp closure at Route 31 Interchange for toll plaza work
The Illinois Tollway announced on March 20 that a long-term ramp closure and detour will begin this weekend at the Illinois Route 31 Interchange on the Jane Addams Memorial Tollway (I-90) to allow for toll plaza improvements. The closure, which starts at midnight on Sunday, March 22, is expected to continue into the summer.
This project is part of ongoing efforts to improve traffic flow and safety across the Tollway system. The scheduled improvements are designed to address structural, safety, and operational needs as part of larger capital programs.
According to the announcement, electronic message signs and construction signage will be in place ahead of time to alert drivers about the closure and detour. Up-to-date information will be available on the Tollway website in the Daily Construction Alert. All work is weather dependent.
During construction, the ramp connecting westbound I-90 to southbound Illinois Route 31 will close. Drivers will be directed via a posted detour using the Randall Road Interchange before returning eastbound on I-90 to access Illinois Route 31. Tolls will be waived at the Elgin Toll Plaza for vehicles following this detour. The extended closure allows for removal of existing barrier walls and equipment, installation of new tolling infrastructure, pavement and shoulder work, as well as electrical, lighting, and signage upgrades.
The improvements are being coordinated with local agencies including the Illinois Department of Transportation, Kane County, City of Elgin, fire departments, and police departments. This work is part of Move Illinois: The Illinois Tollway Driving the Future—a 16-year, $15 billion capital program—and Bridging the Future—a seven-year, $2 billion plan approved by the Board of Directors in December 2024.
The agency reminds motorists that construction zone speed limits are enforced around-the-clock and urges caution when driving through work zones. Drivers are also reminded about compliance with Illinois' "Move Over Law," which requires changing lanes or slowing down when passing vehicles with hazard lights activated. Penalties for violations include fines up to $25,000 or jail time in severe cases.
