The House approved the bill in a 77-24 vote. The Democratic caucus voted 71 in favor with none opposed, while Republicans split 6-24 in favor and against.

In the Senate, the legislation passed 49-9. Democrats supported it unanimously, 39-0, while Republican senators voted 10 in favor and 9 dissenting.

The bill establishes an Intelligent Speed Assistance Program, effective Jan. 1, 2027. Certain traffic offenders ordered by a court must have certified systems installed on all vehicles they own or register, limiting speed to the posted maximum and requiring that they drive only such equipped vehicles. The Secretary of State’s office must suspend regular licenses and issue restricted licenses based on program compliance; noncompliance can result in suspension, revocation or fines. Cleared participants are expected to pay costs unless found indigent, with separate aid available for low-income participants. The Zero Traffic Fatalities Task Force is charged with system certification and rulemaking, including statewide availability, technical criteria, safety and support standards, and implementing warning labels. Tampering with a mandated system is classified as a Class A misdemeanor.

The bill was introduced by Rep. Martha Deuter (D-45th).

Deuter earned her BSW from Ohio University in 1995 and was elected in 2025 to the Illinois House representing the 45th District, succeeding former Rep. Jenn Ladisch Douglass.
