Wheaton Planning and Zoning Board schedules public hearing for Seminary Avenue rezoning

The Wheaton Planning and Zoning Board announced on July 21 that it will hold a public hearing on Tuesday, August 11, 2026, at 7:00 p.m. in the Council Chambers of Wheaton City Hall, located at 303 West Wesley Street. The meeting will be accessible both in person and via Zoom.

The board will consider Zoning Application #26-20, which is a revision and resubmission of an earlier application requesting the rezoning of properties at 311, 315, 319, and 323 East Seminary Avenue from R-4 Residential District to I-1 Institutional District. The application also seeks a special use permit to allow construction and use of a parking lot with 53 spaces—including a minimum of five ADA-compliant spaces—on the north side of Seminary Avenue between Scott and Washington Streets. The affected properties are commonly known as 311, 315, 319, 323, and 325 East Seminary Avenue.

Additionally, the applicant is requesting a variation to Article 22.3.3 of the Wheaton Zoning Ordinance to allow for a pavement setback of five feet instead of the required fifteen feet from the south property line.

The zoning application has been submitted by College Church in Wheaton at 332 East Seminary Avenue. Detailed legal descriptions for each property involved are included in the official notice released by Nicole Aranas, Chair of the Wheaton Planning and Zoning Board.

During the public hearing, members of the community who wish to make statements regarding this zoning application will be encouraged to do so. Written comments may also be submitted prior to or during the hearing. A copy of the full application is available for review at the office of the Director of Planning and Economic Development during normal business hours.
