The Wheaton Planning and Zoning Board announced on April 8 that it will hold a public hearing regarding a special use permit application for the property at 700 – 800 East Roosevelt Road. The hearing is scheduled for Tuesday, April 28, 2026, at 7:00 p.m. in the Council Chambers of Wheaton City Hall, with options to attend both in person and virtually.
The proposed project involves consolidating the property to allow construction of two principal structures—a grocery store of approximately 24,243 square feet at the northwest corner and a nursery school of about 12,500 square feet at the southeast corner—on a combined lot totaling roughly 3.5 acres zoned R-R-3 Large District.
According to the notice from Nicole Aranas, Chair of the Wheaton Planning and Zoning Board, “Anyone wishing to make a public statement will be encouraged to do so.” Written comments can also be submitted before or during the hearing. The application requests not only permission for multiple principal structures but also seeks a variation from Article 31.3.A of the Wheaton Zoning Ordinance related to building setback requirements for the nursery school structure.
Additionally, there is an application request for abrogation of an existing restrictive covenant that currently establishes a “No Building Area” per Articles of Agreement recorded in December 1965. The change would adjust required distances from certain property lines as outlined in official documents.
Quattro Development, based in Oak Brook, Illinois, submitted this zoning application as owner of record. Details about legal descriptions and parcel numbers are available through city records. Copies of all materials are open for public review during normal business hours at Wheaton’s Department of Planning and Economic Development.
The outcome could affect land use along East Roosevelt Road by enabling new commercial development if approved.
