City of Warrenville City Council met April 21

I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Physically Present: Mayor David Brummel and Aldermen: Stu Aschauer, Clare Barry, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: Aldermen J.P. Augustynowicz and Kathy Davolos
Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

C. Pledge of Allegiance
Mayor Brummel led the Pledge of Allegiance.
D. Proclamation Earth Day, April 22, 2025 and Arbor Day, April 25, 2025
Staff liaison David Romero accepted the above proclamations.
E. Proclamation Volunteer Week, April 20-26, 2025
Mayor Brummel recognized the hours of work and service volunteers contribute to the community.

Alderman Weidner spoke on Alderman Davolos’ behalf to inform the public about the City’s Arbor Day event, held on April 26, 2025. He also acknowledged and thanked the volunteers.
Alderman Barry thanked the volunteers and added how much she has enjoyed working with each and every one on the committees that she has served on. She continued to pay gratitude to Mayor Brummel for his years of service to the City.
E. City Administrator
City Administrator White noted that there is a need for a closed session at tonight’s meeting. She also added that there will be a reception for incoming and retiring elected officials before the next council meeting, May 5, 2025.
F. City Attorney
City Attorney Lenneman shared what a pleasure it has been to work with Mayor Brummel.
IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the April 21, 2025, City Council regular meeting.

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the minutes of the April 7, 2025, City Council regular meeting and the April 14, 2025,
Community Development Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Offer second reading and pass ordinance O2025-18, adopting the City of Warrenville FY 2026 Municipal Budget
B. Accept staff recommendation, waive second reading, and pass ordinance O2025-19, establishing a schedule of job classifications and authorized personnel strength for FY 2026
C. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2025-20, regarding water and sewer rate increases
D. Accept Plan Commission and Community Development Committee recommendation, waive second reading, and pass ordinance O2025-21, amending the Warrenville Zoning Ordinance and section 8-8-3 of the City Code regarding electric vehicle charging
E. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-22, approving site-specific amendments and major amendment to the final plan of planned unit development for Lot 3 in Cantera Subarea H (4520 Weaver Parkway)
F. Accept staff recommendation, waive second reading, and pass ordinance O2025-23, amending ordinance O2023-46, which approved site-specific amendments, a major amendment to the final planned unit development amendment, and final plat of resubdivision for Lot F-6 in Cantera Subarea F (4200 Cantera Drive – Cantera office condominium)
G. Accept Community Development Committee recommendation and pass resolution R2025-25, approving an amended and restated intergovernmental agreement between the City and the Suburban Bus Division of the Regional Transportation Authority (PACE) for the provision of paratransit services
H. Accept Community Development Committee recommendation and pass resolution R2025-26, approving an addendum to the agreement with BS&A Software LLC for payment processing services
I. Accept Mayor Brummel’s recommendation and approve the re-appointment of volunteers as listed on the Slate of Volunteers dated April 17, 2025, to certain advisory boards and commissions with terms and expiration dates indicated
J. Accept staff recommendation and approve the FY 2026 Citywide and Departmental Work Plans as presented
K. Accept staff recommendation and approve a Fireworks and Pyrotechnics Permit issued to Rogue Productions, LLC for an Independence Day fireworks display on July 4, 2025
L. Receive and file minutes of the Police Pension Board of Trustees meeting held on January 21, 2025
M. Receive and file minutes of the Environmental Advisory Commission meeting held on March 4, 2025
N. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on March 11, 2025
O. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on March 18, 2025
P. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on April 10, 2025
Q. Receive and file report of invoices paid up to April 16, 2025, in the amount of $49,140.70
R. Authorize expenditures for invoices due on or before May 5, 2025, in the amount of $124,253.26
Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the Consent Agenda items as read.
