City of Warrenville Environmental Advisory Commission met April 15

Here are the minutes provided by the commission:

A. CALL TO ORDER

Chair Gerber called the meeting to order at 7:10 PM

B. ROLL CALL

Present: Chair Cecelia Gerber (CG), Commissioner Pat McNulty (PM), Commissioner Margaret Votava (MV), Jean-Marie Kauth (JMK)

Also present: Staff Liaison Dave Romero (DR)

Absent: Commissioner Kathy Franke (KF), Council Liaison Kathy Davolos (KD)

C. APPROVAL OF MARCH 4, 2025 MINUTES

A motion was made by CG to approve the March 4, 2025, EAC meeting minutes, seconded by JMK and approved by unanimous vote.

D. CITIZEN COMMENTS

None

E. OFFICIALS AND STAFF COMMENTS/REPORTS

DR reported that any political signs removed from City right-of-way by Code Enforcement, and not picked up by the original owner, have been recycled through a recycling event offered by DuPage County. The recycling event offered by the County is fairly new and this is the second time the City has dropped off signs at the event. Moving forward, staff will make an effort to store any signs removed from City right-of-way throughout the year until the day of the event so they can be recycled.

DR also reported that the most recent Plan Commission and Committee of the Whole meetings code amendments were approved to ensure that electric vehicle charger installers are ICC certified, and requiring the installation of EV chargers for multi-family and commercial developments.

F. BUSINESS OF MEETING

1. Sorting and Packaging of Battery Recycling

The commission sorted 6 boxes of recycled batteries.

2. Discussion of rescheduling EAC May-August meetings

The Commission discussed rescheduling the May, June, July, and August EAC meetings to the first Tuesday of the month to accommodate tight work schedules. A motion from CG was made to reschedule, seconded by JMK and approved by unanimous vote.

3. Planning for 2025 Arbor Day Event

The Commission discussed the waivers so far submitted by Arbor Day presenters. The organization and apportionment of tables for presenters was discussed at length. Also considered was the timing of the “door prize” announcements to be made every 15 minutes. Rain barrels are considered a premium prize.

4. Planning for future Library Series

The Commission discussed the possible expansion of the Library Series presentations into recorded media for presentation at a later date or follow up online presentation. Concern was expressed over the rights of the presenters to be recorded and represented later. EAC will follow up with the presenters to assess their considerations.

Also discussed was creating literature displays in the library in advance of the EAC sponsored presentations showcasing available books, magazines, etc. in the library collections.

5. Discussion of possible collaboration with The Hozho Project

No contact was made with Henry Sikora with The Hozho Project. Discussion tabled for next meeting.

6. Discussion of Comparable Communities Environmental Commission Research

Tabled for later discussion.

G. COMMISIONER COMMENTS/REPORTS

DR reported that April 21, at 7:00 p.m. at the City Council meeting, Mayor Brummel for the final time, will read aloud the Earth Day and Arbor Day Proclamations.

Commissioners invited to attend to view and or receive the proclamations.

The Conservation Foundation sponsored River Sweep will take place April 19 at Kiwanis Park from 9:00 a.m. to 12:00 p.m.

CG began a discussion about the number of the EAC Commissioners and the constraints so generated on staffing EAC events and discussion limitations created by the Open Meeting Act (OMA). DR reported that he will investigate whether the size of the commissions could be expanded.

H. ADJOURN

At 8:30 p.m. CG moved to adjourn, seconded by JMK, and approved by unanimous vote.
