City of Elmhurst Development, Planning, & Zoning Committee met April 14

4. Public Comments
Irene Dinning thanked the City for their thoughtful review of the York HS scoreboard and thanked Eileen Franz and Susan Rose for their receptivity to neighbor concerns.
Dave McKenna provided public comments during the permit fees discussion.
5. Business Before the Committee
A. Development, Planning & Zoning Committee Meeting Minutes March 24, 2025
Alderman Park made a motion to approve the minutes of the DP&Z Committee on March 24, 2025. Alderman Veremis seconded. Voice Vote. Motion passed.
B. Condition Review - Case 24 P 04 - York Highschool Scoreboard
CP Franz summarized the conditional use application that was approved in September 2024. It was noted that the approval included a condition for City staff and District 202 to monitor lighting and document any complaints on scoreboard operation. The scoreboard operated for Fall sports and is currently operating for Spring sports with no complaints or issues noted.
Alderman Park observed the scoreboard during York HS sporting events and agreed that the scoreboard has been a positive addition.
Alderman Veremis has not heard from any constituents that the scoreboard has been a nuisance and asked about naming rights for the arch. CP Franz confirmed that the District has not come to a determination yet but will return when they’ve made a decision on naming rights.
C. Referral - Review of Permit Fees and Durations, Chapter 24 of the Municipal Code
The Committee discussed the referral and whether to increase the permit fee and increase the permit expiration by 3 months for larger home construction.
Alderman Park did not support increasing the permit expiration from 12 months to 15 months but recommended that fines be adjusted based on the CPI (like building permit fees).
BC Kransberger stated that fines are not part of the Building Code, but a separate section in the Municipal Code could be amended.
The Committee agreed to adjust the fines with CPI after the first month of expiration. The Committee debated what fee structure would be equitable for everyone, best addresses different home sizes without adding review time for staff, and still incentivizes homes to be finished in a timely manner so to limit disruption to neighbors.
The Committee agreed to maintain the same permit fee structure (adjusted annually with CPI), keep the 12-month permit expiration, keep the violation fine to half the permit fee for the first month after permit expiration, and increase the fine based on CPI after Day 30.
The Committee asked staff to prepare a draft report for the next meeting with their recommendations.
6. Other Business
The next meeting will be on April 28th, and it will be Alderman Park’s last meeting.
