City of Warrenville Bicyclist and Pedestrian Advisory Commission met March 11

Here are the minutes provided by the commission:

A. CALL TO ORDER

Chairman Davis called the meeting to order at 6:30 p.m.

B. ROLL CALL

Members Present: Commissioners Harlan Davis (Chair), Susan Kasprowicz, Alex Griffin, and Charles Sikaras. Recently nominated Sebastian Pique was also present.

Members Absent: None

Also Present: City Council Liaison Craig Kruckenberg, Staff Liaison Kassandra Hernandez-Galvan, and Park District Superintendent of Recreation Matt Odom.

C. OATH OF OFFICE

Mayor David Brummel administered the Oath of Office for Sebastian Pique to officially become a BPAC Commissioner.

D. APPROVAL OF FEBRUARY 11, 2025 MEETING MINUTES

Motion to approve the minutes was made by Commissioner Sikaras and seconded by Commissioner Griffin.

ROLL CALL VOTE:

Aye: Davis, Kasprowicz, Griffin, Sikaras, and Pique.

Nays: None. MOTION ADOPTED.

E. CITIZEN COMMENTS

No comments were submitted in advance of or at the March 11, 2025 meeting.

F. STAFF REPORT

Liaison Hernandez-Galvan reported that the staff is waiting for the Illinois Department of Transportation (IDOT) and The DuPage County Division of Transportation to provide a response for the 2021-2024 Bicyclist and Pedestrian Incident Report that was presented at the February 2025 BPAC meeting.

G. BUSINESS OF MEETING

In the review of the 2021-2024 Bicyclist and Pedestrian Incident Report, BPAC  commissioners emphasized the need to make eye contact with drivers to avoid incidents and the report should be updated every six to twelve months. The report will be vital in completing safety initiatives. Comments were also made about most incidents occurring in the afternoon/evening and involving locations where speed limits exceeded 40 miles per hour. Liaison Hernandez-Galvan stated a Warrenville speed study will be performed in Fiscal Year 2026. Commissioner Griffin commented that the volume of incidents at the Batavia Road/Illinois Route 59 intersection might warrant limiting or prohibiting right turns on red. Based upon a suggestion from Alderman Kruckenberg, Liaison Hernandez-Galvan will research the age composition of the motorists/bicyclists/pedestrians involved in these incidents.

Both the Johnson School Spring Fling (1-3 p.m.) and Illinois Prairie Path cleanup (9 a.m.) are taking place on Saturday, April 26. Commissioners Davis, Pique, and Kasprowicz will be staffing the BPAC booth at the Spring Fling. Recycled Cycling will be preparing two raffle packages (one boy and one girl) that include glow in the dark handlebars, ribbon/streamers, bike helmet, reflective stickers, and a Recycling Cycling T-shirt. The two packages will cost $174. Commissioner Pique and Griffin will be assisting in the Trail cleanup.

Sunglasses have been ordered for the Bike rodeo. BPAC agreed that the t-shirts for the Bike Rodeo should have the 3-kid design on the front of the shirt and the message Be Safe/Be Seen along with the BPAC name on the rear. Recycled Cycling has also donated approximately twenty bike lights and a large box of bells.

Bags are also being ordered to help distribute handout materials. The budget is $215 for 250 bags. $1,650 of the $1,800 FY 2025 budget will be consumed. A new allocation of funds will be provided at the beginning of FY 2026 (May 1, 2025).

Commissioner Sikaras reported that Kevin (Warrenville Rosati Pizza) has agreed to provide complimentary pizza coupons for the Bike Rodeo. Commissioner Kasprowicz will contact Dairy Queen for a donation. It was agreed that a common database/list will be prepared for the business outreach effort to promote the Bike Rodeo. The event will also be promoted on the Warrenville Facebook group page, the Electronic Sign, Hometown Happenings, and the City website.

H. COMMISSIONER COMMENTS/REPORTS

Alderman Kruckenberg commented that the City is entering into an Intergovernmental Agreement (IGA) with the Forest Preserve District of DuPage County (FPDDC) regarding the extension of City watermain to serve the fleet maintenance facility on the north side of Mack Road near Williams Road. This IGA includes trail projects that would require FPDDC cooperation as funds become available. All of the trail projects include the requirement of an easement on FPDDC property.

- Batavia Road Multi-Use Trail Extension West of Butterfield Road

- Diehl Road Multi-Use Trail Extension Across West Branch DuPage River to McDowell Trail

- Blackwell West of Route 59 Trail Connection

Commissioner Pique commented that the previous Warrenville Bicycle Friendly Community designation included support from the business community.

I. ADJOURNMENT

Commissioner Davis made a motion to adjourn the meeting at 7:31 p.m.

Commissioner Kasprowicz seconded the motion.

Nays: None. MOTION ADOPTED.
