Bill Foster was born in Madison, Wisconsin in 1955, and has lived in Naperville during his tenure in Congress. He holds a Bachelor of Science degree from the University of Wisconsin–Madison and has focused much of his legislative work on financial regulations and community issues since succeeding Judy Biggert in the U.S. Congress.
