City of Warrenville City Council met March 3
Here are the minutes provided by the council:
I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Physically Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg John Lockett, Bill Weidner, and Judy Wilkie
Absent: None
Also Present: City Attorney Brooke Lenneman, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police
Chief Sam Bonilla, City Treasurer Maury Goodman and Executive Assistant and Deputy City Clerk Grivetti
Absent: City Administrator Cristina White and City Clerk Julie Clark
C. Pledge of Allegiance
Mayor Brummel led the Pledge of Allegiance.
D. Police Department FY 2026 Budget Presentation
Police Chief (PC) Bonilla gave a presentation on the Police Department’s FY 2025 challenges and accomplishments and the FY 2026 goals and initiatives.
There was discussion on the Department’s drone program and the City’s prescription drug collection program. PC Bonilla stated the drones are primarily used for public safety during large crowd events as well as in enclosed building situations.
Ald. Barry commented favorably on the Department’s plan to review existing fees and ordinances, and Ald. Lockett recognized staff’s efforts in working with the City of Aurora to resolve the recent parking issue along Duke Parkway. Chief Bonilla was thanked for the thorough presentation and the Department was recognized for their level of knowledge, training, and incident response.
II. CITIZENS COMMENTS
David LaPapa, 2S651 Angeline Ct, stated the extenuating circumstances surrounding his request for a zoning variance, which is recommended for denial by the Zoning Board of Appeals (ZBA) on tonight’s agenda. Mayor Brummel invited those who are interested to review the minutes of the ZBA meetings in which the matter was discussed, for a more complete understanding of the decision to recommend denial.
Michael Hoffmann, 3S436 Second Street, stated his disappointment in a City Council decision to sell the property located at the northeast corner of Route 59 and Butterfield Road and without considering a second reading of the ordinance.
Bob Siebert, Albright Court, commented on the selling price of the property sold at the northeast corner of Route 59 and Butterfield Road.
III. OFFICIALS AND STAFF COMMENTS
A. Mayor
Mayor Brummel stated his final State of the City Address will be presented this Wednesday, March 5 at the Courtyard Banquets facility on Route 59 in Warrenville starting at 6:00 p.m. The public is welcome to attend.
B. Clerk
Executive Assistant and Deputy City Clerk Grivetti stated the Consolidated General Election will be held on Tuesday, April 1. City Hall is a polling place and will be open from 6:00 a.m. – 7:00 p.m. Check the DuPage County Elections Division website for times and locations of early voting sites.
C. Treasurer
Treasurer Goodman stated the League of Women Voters recently held several candidate forums for the upcoming election. Recordings of the meetings can be found on the Wheaton League of Women Voters YouTube Channel. He added that an online forum for Winfield Township candidates will also be held on March 16.
D. Aldermen
Ald. Weidner stated it is legal and permissible for the Council to enter into a closed session to discuss the purchase and sale of real property. He added that it is also generally accepted by many municipalities to approve an ordinance without a second reading. In his opinion, the consensus of the Council to sell the property at the northeast corner of Route 59 and Butterfield Road was fair and proper, and the revenue received from the sale of the property was a significant gain to the City.
Ald. Barry thanked Public Works Director Kuchler for his assistance in restoring electric service to the common areas of the Emeral Green Subdivision during a recent outage.
Ald. Davalos reminded the public of the upcoming budget workshop on Saturday, March 15 at City Hall starting at 9:00 a.m.
E. Administrator
There was no report.
F. Attorney
Attorney Lenneman stated that item VI. D. on tonight’s Consent Agenda requires a two-thirds vote of the City Council and is an item on which the Mayor can vote.
Therefore, Mayor Brummel will be called to cast a vote on this item only.
IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the agenda for the March 3, 2025, City Council regular meeting.

Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the minutes of the February 18, 2025, City Council regular meeting and the February 18, 2025, City Council Closed Session meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
Mayor Brummel read the items on the Consent Agenda including:
A. Accept Zoning Board of Appeals recommendation, waive second reading, and pass ordinance O2025-08, approving a variation from section 10.A.3.C of the Warrenville Zoning Ordinance to allow a pool in the front yard at 27W126 Galusha Avenue
B. Accept Zoning Board of Appeals recommendation, waive second reading, and pass ordinance O2025-09, approving a variation from note (h) of Table 4A of the City of Warrenville Zoning Ordinance to increase the maximum lot coverage at 28W709 Townline Road
C. Accept staff recommendation and pass resolution R2025-15, approving a contract with Hacienda Landscaping, Inc for certain improvements to Cerny Park in the amount of $938,467.05
D. Accept staff recommendation and pass resolution R2025-16, waiving competitive bidding and approving the purchase of playground equipment for Cerny Park from Play Illinois, LLC in the not-to-exceed amount of $201,171
E. Accept Zoning Board of Appeals recommendation and deny the residential parking variance request for 2S651 Angeline Court
F. Accept Mayor Brummel’s recommendation and appoint Sebastian Pique to the Bicyclist and Pedestrian Advisory Commission for a term expiring April 30, 2026
G. Receive and file minutes of the Board of Fire and Police Commissioners meetings held on November 26, 2024 and December 5, 2024
H. Receive and file minutes of the Tourism and Arts Commission meeting held on January 17, 2025
I. Receive and file minutes of the Environmental Advisory Commission meeting held on January 21, 2025
J. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on February 20, 2025
K. Receive and file report of invoices paid up to February 26, 2025, in the amount of $121,071.10
L. Authorize expenditures for invoices due on or before March 17, 2025, in the amount of $411,113.47

Alderman Weidner made a motion, seconded by Alderman Wilkie, to approve the Consent Agenda items as read.
