City of Warrenville City Council met Feb. 18

I. OPENING CEREMONIES
A. Call to Order
Mayor Brummel called the meeting to order at 7:00 p.m.
B. Roll Call
Physically Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg and Judy Wilkie
Absent: Aldermen John Lockett and Bill Weidner
Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

C. Pledge of Allegiance
Mayor Brummel led the Pledge of Allegiance.
D. Community Development Department FY 2026 Budget Presentation
Community and Economic Development Director Emery shared a review of the FY
2025 Community Development Department projects and an overview of the FY
2026 goals.
II. CITIZENS COMMENTS
Colin Wilkie, 28W321 Main Street, Director of the Warrenville Friends of the 4th Committee, thanked the City Council and staff for their support of the Committee, which enables the whole community to benefit from the Fourth of July celebration.
Vivian Lund, 1234 Road, shared the history of how Warrenville’s Fourth of July celebration began in 1985. A consistent goal has always been to prepare a celebration that any family can enjoy free of cost.
Vincent Bertocchini, 27W300 Warrenville Road, shared the frustrations he is facing with housing assistance. He is among a population of 35,000 disabled people searching for housing resources.
Bob Siebert, Albright Court, raised a few issues with item VI. C. on tonight’s consent agenda. It is his opinion that the City-owned property at the northeast corner of IL Route 56 and IL Route 59 should have been appraised at a higher value. He requested Aldermen remove the item from the consent agenda for further discussion and verification.

C. Treasurer
Treasurer Goodman shared that township government has funds available to assist the needs of citizens through an emergency and general assistance program.

City Attorney Lenneman offered clarifying statements regarding item VI. C. on the consent agenda.
IV. APPROVAL OF AGENDA
Alderman Kruckenberg made a motion, seconded by Alderman Wilkie, to approve the agenda for the February 18, 2025, City Council regular meeting.

Alderman Kruckenberg made a motion, seconded by Alderman Wilkie, to approve the minutes of the February 3, 2025, City Council regular meeting, the February 3, 2025, City Council Closed Session meeting, and the February 10, 2025 Public Works and Infrastructure Committee meeting.

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-05, amending the Warrenville Zoning Ordinance regarding residential district requirements and the renaming of residential zoning districts
B. Accept Public Works and Infrastructure Committee recommendation, waive second reading, and pass ordinance O2025-06, approving an easement for the installation and maintenance of underground electrical facilities
C. Accept staff recommendation, waive second reading, and pass ordinance O2025-07, authorizing the execution of a Purchase and Sale Agreement with OSRX Enterprises, LLC for the sale of the 7.25-acre City-owned property located at the northeast corner of IL Route 56 and IL Route 59
D. Accept City Clerk and Attorney’s recommendation and pass resolution R2025-07, approving certain minutes of certain closed meetings of the City Council for release
E. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-08, approving an intergovernmental agreement for participation in the Illinois Public Works Mutual Aid Network
F. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-09, approving the purchase of a chassis for a Public Works dump truck from Rush Truck Center in the amount of $113,998
G. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-10, awarding the contract for Mowing and Landscape Maintenance to Sebert Landscape, in the amount of $133,730
H. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-11, approving an intergovernmental agreement with the Warrenville Park District for the purchase and sale of Cerny Park
I. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-12, approving an OSLAD Grant cost-sharing agreement with the Warrenville Park District related to Cerny Park improvements
J. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2025-13, approving an intergovernmental agreement with Warrenville Park District for future maintenance and use of Cerny Park
K. Accept Public Safety and Finance Committee recommendation and pass resolution R2025-14, authorizing participation in a Community Solar Subscription Agreement with Solstice Power Technologies LLC
L. Accept Public Works and Infrastructure Committee recommendation and authorize staff to advertise for bids for the 2025 construction projects outlined in Public Works Director Kuchler’s memorandum dated February 5, 2025, prior to formal approval of the fiscal year 2026 Budget
M. Accept Public Works and Infrastructure Committee recommendation and approve the request to solicit bids for the nineteenth annual Bike Rodeo event on May 17, 2025, as stated in Asset Management Analyst and BPAC Staff Liaison HernandezGalvan’s memorandum dated February 5, 2025
N. Accept Public Works and Infrastructure Committee recommendation and authorize the partial closure of Stafford Place for the annual Bike Rodeo event, as stated in Asset Management Analyst and BPAC Staff Liaison Hernandez-Galvan’s memorandum dated February 5, 2025
O. Receive and file minutes of the Bicyclist and Pedestrian Commission meeting held on January 14, 2025
P. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on February 6, 2025

R. Authorize expenditures for invoices due on or before March 3, 2025, in the amount of $374,874.16

Alderman Kruckenberg made a motion, seconded by Alderman Wilkie to approve the Consent Agenda items as read.
