Mayor Brummel called the meeting to order at 7:00 p.m.

Physically Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: None

II. CITIZENS COMMENTS
Bob Siebert, Albright Court, questioned discrepancies between the EAV figures and tax rates for 2023 and 2024 for TIF 3 and 4.

IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the January 20, 2025, City Council regular meeting.

V. APPROVAL OF MINUTES
Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the minutes of the January 6, 2024, City Council regular meeting, the minutes of the January 6, 2025, City Council Closed Session meeting and the January 13, 2025 Community Development Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-01, approving site-specific amendments, a final planned unit development plan, and a special use permit for planned unit development for a miniwarehouse development at 4200 Cantera Drive
B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-02, approving a temporary use permit for the Warrenville Library District’s 2025 and 2026 Concert on the Commons concert series
C. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2025-03, amending the Warrenville Zoning Ordinance regarding pervious improvement covenant agreements and lot coverage in residential districts
D. Accept Community Development Committee recommendation and pass resolution R2025-01, appropriating Motor Fuel Tax funds for the resurfacing of Batavia Road
E. Accept Community Development Committee recommendation and pass resolution R2025-02, appropriating Rebuild Illinois bond funds for Mack Road bridge replacement, roadway reconstruction, and multi-use path construction
F. Accept Community Development Committee recommendation and pass resolution R2025-03, appropriating Rebuild Illinois bond funds for roadway resurfacing associated with the 2025 Road Program
G. Accept staff recommendation and pass resolution R2025-04, endorsing the Legislative Action Program of the DuPage Mayors and Managers Conference for the 2025 legislative session

Alderman Weidner made a motion, seconded by Alderman Davolos to approve the Consent Agenda items as read.

VII. REGULAR AGENDA
A. Alderman Lockett made a motion, seconded by Alderman Wilkie to accept the Plan Commission recommendation, waive second reading, and pass ordinance O2025-04, approving a final plat of consolidation for 28W846 Butterfield Road.
Discussion:
Community and Economic Development Director Emery presented a request for consolidation of three lots, relief of special permits and landscaping requirements, and the development of a gas station and drive thru at 28W846 Butterfield Road.
The Plan Commission unanimously recommends Council approve the plat of consolidation; the Plan Commission and Zoning Board of Appeals unanimously recommends Council deny the requested special use permits and landscape relief; and the Plan Commission recommends Council deny the gas station and drive thru special permits for the property.
The petitioners spoke on behalf of their plan for the property at 28W846 Butterfield Road noting that modifications to the original plan were made to accommodate requested changes. The potential developer stated they has been wanting to build a business in Warrenville for quite some time and would like to come to an agreement on plans to proceed with development.

B. Alderman Lockett made a motion, seconded by Alderman Wilkie, to accept the Plan Commission recommendation and direct the City Attorney to draft an ordinance denying the special use permits for a gas station and drive through for 28W846 Butterfield Road.
