Foster, born in Madison, Wisconsin, and a graduate of the University of Wisconsin–Madison, shared his concerns about AI regulation and political accountability.
On January 23, 2025, Congressman Foster tweeted about the importance of maintaining leadership in AI technology. He stated, "We must protect our leadership in AI by responsibly regulating this new and high-powered technology."
In another tweet on the same day, Foster emphasized the government's duty to safeguard citizens from potential risks associated with AI. He criticized former President Trump for revoking measures initiated by the Biden Administration aimed at protecting people from AI-related issues. Foster remarked, "Our government has a responsibility to protect Americans from the dangers and economic disruption of AI. The fact that Trump revoked one of the Biden Administration's first steps to protect people from AI is not a good sign."
On January 24, 2025, Congressman Foster addressed concerns regarding political accountability with reference to Trump's meme coin initiative. He commented on the implications if such actions were taken by any Member of Congress: "If any Member of Congress tried to do something like Trump's meme coin, they would have serious questions to answer. Fortunately for Trump, he can pardon himself—or have his Supreme Court do it for him."
