1. Executive Session - Mayor Levin called Executive Session to order at 7:00 pm.

1.1 Executive Session for the purpose of discussing: Purchase or lease of real property for the use of the public body, pursuant to the Open Meetings Act 5 ILCS 120/2(c)(5)

Alderman Nardini moved to convene into executive session. Alderman Nudera seconded.

Alderman Bram moved to close the Public Hearing.  Alderman Sienko seconded.  A voice vote was taken.  Motion passed unanimously.

Alderman Brennan pulled item 7.8 and requested the item return to committee for further discussion, Alderman Irby pulled item 7.9, and Alderman Hill pulled item 7.26 from the consent agenda.  Alderman Nardini, motioned to approve consent agenda minus items 7.8, 7.9, and 7.26. Alderman Brennan seconded.

Ayes:  Mike Brennan, Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, and Noel Talluto, Tina Park, Jim Nudera, Emily Bastedo, and Guido Nardini

Motion carried

7.9 Alderman Irby moved to approve the amendment to report 7.9 to add the cost of the line item new equipment and old equipment.

This motion never received a second.

Motion failed.

7.9 Alderman Bastedo moved to accept the report.  Alderman Bram seconded. 

Ayes: Mike Brennan, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, and Noel Talluto, Tina Park, Jim Nudera, Emily Bastedo, and Guido Nardini

7.26 Alderman Hill moved to amend the City of Elmhurst Budget to reduce the Public Information line item 1101013-530295 (Pg. 4 of the City of Elmhurst Budget) from $260,000 to $220,000. Alderman Bram seconded.  

Ayes: Rex Irby, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Emily Bastedo and Guido Nardini

Nays: Mike Brennan, Marti Deuter, Jennifer Veremis, Noel Talluto, Tina Park and Jim Nudera

Motion Carried.

7.26 Alderman Hill  moved to accept the  City of Elmhurst Budget (O-63-2024) as amended. Alderman Bram seconded. 

Ayes: Tina Park, Jim Nudera, Emily Bastedo, Guido Nardini, Mike Brennan, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, and Noel Talluto

Nays: Michael Bram and Rex Irby

Motion carried

The Mayor thanked all of the staff for their hard work on the Budget and explained that it is typical practice that staff prepare and present budgets in other towns.

8. Reports and Recommendations of Appointed and Elected Officials

Mayor 

The Mayor announced the following:

He supports the Slow Down, Elmhurst! campaign and encouraged residents to obtain signs to place in their yards, not the right-of-way, at the Police Station.

York High School placed 2nd in the State of Illinois for Football.

The Holly Tolley begins December 7, 2024 from 12 pm to midnight.

Thank you to those that contributed to the Dan Gibbons Turkey Trot.

City Manager

The City Manager announced the following:

Open House on Funding and Planning of our Transportation System (Funding Deficit for Transportation in DuPage County), located at Carol Stream Village Hall on December 11, 2024 from 6:00 pm to 8:00 pm.

The last leaf pick up is this week due to the closure of the landfills.

9. Other Business

Alderman Nardini congratulated the York Football team for their hard work at state.

10. Adjournment - Alderman Deuter moved to adjourn the meeting. Alderman Talluto seconded. A voice vote was taken. Motion passed unanimously.
