City of Warrenville City Council met Nov. 4

Here are the minutes provided by the council:

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie

Absent: None

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Finance Director Kevin Dahlstrand, Community and Economic Development Director Amy Emery, Public Works Director Phil Kuchler, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Presentation of FY 2024 Audit Report by Lauterbach and Amen Brad Porter, representing Lauterbach and Amen, began by thanking the Finance team for everything they do and provide to make the audit go so smoothly. He then gave a few highlights of the audit report. The City has once again received the Certificate of Achievement for Excellence in Financial Reporting Award for FY 2023, and it is anticipated that the FY 2024 audit report will qualify for the award as well. Another notable highlight was the $13.2 million in accumulated fund balances for FY 2024. As of April 30, 2024, the Police Pension Fund was funded at 70.4%, up nearly 2% from last year.

Alderman Weidner asked how other communities promote the success of their financial situation. Mr. Porter responded that receiving the Certificate of Achievement Award is a high honor, and the City is already being transparent by publishing the award and the audit report on the City website.

Alderman Davolos asked for clarification on why TIF 4 is no longer reported in the General Fund part of the audit report. Mr. Porter replied that the TIF 4 Fund has officially repaid the interfund advances provided by the City’s General Fund. A later section of the audit report shows a detailed income statement for TIF funds including TIF 4.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, offered comments on how to move toward better government and discussed the corruption within professional politicians.

III. OFFICIALS AND STAFF COMMENTS

Mayor Brummel remaindered residents to vote on November 5.

E. City Administrator

City Administrator White stated that the special census final population count was reported in the newsletter at 15,195. The impact this will have on the budget will be discussed in a future meeting.

F. City Attorney

No report.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Kruckenberg, to approve the agenda for the November 4, 2024, City Council regular meeting.

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the minutes of the October 21, 2024, City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Zoning Board of Appeals recommendation, waive second reading, and pass ordinance O2024-45, approving a variation from Table 10A of the City of Warrenville Zoning Ordinance to allow an animal shelter structure (27W173 Galusha Avenue)

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2024-46, amending the Cantera Development Control Regulations regarding veterinary offices in the Commercial Center Use Area

C. Accept staff recommendation and pass resolution R2024-68, designating Freedom of Information Act Officers and Open Meetings Act Designees

D. Accept staff recommendation and pass resolution R2024-69, approving the reduction of the bond for public improvements associated with the Holy Transfiguration Antiochian Orthodox Church Parking Improvements project, and placing the project into the two-year maintenance period

E. Accept Plan Commission recommendation and direct the City Attorney to prepare an ordinance approving accessory business Zoning Ordinance text amendments

F. Receive and file minutes of the Police Pension Board meeting held on July 23, 2024

G. Receive and file minutes of the Tourism and Arts Commission meeting held on September 12, 2024

H. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on September 16, 2024

I. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on October 24, 2024

J. Receive and file report of invoices paid up to October 30, 2024, in the amount of $40,498.21

K. Authorize expenditures for invoices due on or before November 18, 2024, in the amount of $267,854.91

L. Receive and file Wire Transfers Report for October 2024

Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the Consent Agenda items as read.

Alderman Bany made a motion, seconded by Alderman Aschauer, to enter into Closed Session at 7:28 p.m. to discuss the following:

• 5 ILCS 120/2 ( c) ( 11 ) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that as action is probable or imminent.

• 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity.
