City of Elmhurst Committee of the Whole met Nov. 4

Here are the minutes provided by the committee:

1. Call to Order - Mayor Levin called the COW meeting to order at 6:33pm.

Present: Emily Bastedo, Guido Nardini, Mike Brennan, Rex Irby, Marti Deuter, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Noel Talluto, and Jim Nudera

Absent: Jennifer Veremis, Brian Cahill, and Tina Park

11 Present, 3 Absent

Also Present: Treasurer Curran, City Manager Grabowski, Assistant City Manager Johnson, Finance Director Coyle, Assistant Finance Director Bruns, Museum Director Oberg, Public Works Director Balicki, IT Director Kravitz, City Planner Franz, HR Director Palm, Communications Manager Schref, and Business Development Manager Bereckis

2. Public Comments - None

3. Business Before the Committee

A. Review of Fiscal Year 2025 Budget - City Manager Grabowski delivered an introduction of the night's COW meeting.

B. Elmhurst History Museum - Museum Director Oberg and and George Szczepaniak, President of the Elmhurst History Foundation, delivered the 2025 Elmhurst History Museum budget with goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered. 

C. Motor Fuel Tax Fund - Finance Director Coyle and Public Works Director Balicki delivered the 2025 Motor Fuel Tax Fund budget with goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered. 

D. Planning, Zoning, and Economic Development - Assistant City Manager Johnson delivered the 2025 Planning, Zoning, and Economic Development budget with goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered. 

E. Building - Assistant City Manager Johnson delivered the 2025 Building budget and goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered.

F. Administration/Elected Officials - City Manager Grabowski delivered the 2025 Administration/Elected Officials budget with highlights.  Discussion ensued and questions by council were answered.

G. Board of Police and Fire Commissioners - Assistant City Manager Johnson delivered the 2025 Board of Police and Fire Commissioners budget with highlights.  No further discussion ensued.

H. Communication and Marketing - Assistant City Manager Johnson delivered the 2025 Communications and Marketing budget and goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered.

I. Human Resources - Assistant City Manager Johnson delivered the 2025 Human Resources Budget and goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered.

J. Informational Technology - Assistant City Manager Johnson delivered the 2025 Informational Technology Budget and goals while highlighting the accomplishments of 2024.  Discussion ensued and questions by council were answered.

Circle back items were identified.

4. Adjournment - Alderman Deuter moved to adjourn the meeting.  Alderman Nudera seconded.  A voice vote was taken.  Motion passed unanimously.

 Meeting adjourned at 8:47pm.
