City of Elmhurst Committee of the Whole met Oct. 28

Here are the minutes provided by the committee:

1. Call to Order - Mayor Levin called the COW meeting to order at 8:15pm.

Present: Tina Park (exited 9:06pm), Jim Nudera, Guido Nardini, Mike Brennan, Rex Irby, Marti Deuter, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill and Noel Talluto

Absent: Emily Bastedo and Jennifer Veremis

Also Present: Treasurer Curran, City Manager Grabowski, Assistant City Manager Johnson, Finance Director Coyle, Assistant Finance Director Bruns, Public Works Director Balicki, Assistant Public Works Director Tiberi, City Engineer Sianis, Police Chief McLean, Fire Chief Dufort, and IT Director Kravets

 3. Business Before the Committee

A. Review of Fiscal Year 2025 Budget - City Manager Grabowski, Directors, and staff continued presenting the 2025 Budget.

B. Wireless Radio - Chief Dufort introduced the 2025 budget highlighting accomplishments from the past year and goals/objective of 2025.  

C. ESDA Civil Defense - Chief Dufort introduced the ESDA Civil Defense 2025 budget highlighting accomplishments from the past year and goals/objective of 2025. Discussion ensued and questions by council were answered.

D. Public Words Administration - Public Works Director Balicki introduced the Public Works Administration 2025 budget highlighting accomplishments from the past year and goals/objective of 2025. Discussion ensued and questions by council were answered.

E. Street Maintenance - Public Works Director Balicki introduced the Street Maintenance 2025 budget. Discussion ensued and questions by council were answered.

F. Snow Removal - Public Works Director Balicki introduced the Snow Removal 2025 budget. Discussion ensued and questions by council were answered.

G. Forestry - Public Works Director Balicki introduced the Forestry 2025 budget highlighting accomplishments from the past year and goals/objective of 2025.  Discussion ensued and questions by council were answered.

H. Electrical - Public Works Director Balicki introduced the Electrical 2025 budget highlighting accomplishments from the past year and goals/objective of 2025.  Discussion ensued and questions by council were answered.

I. Rubbish Disposal - Public Works Director Balicki introduced the Rubbish Disposal 2025 budget. Discussion ensued and questions by council were answered.

J. Municipal Bldgs - Public Works Director Balicki introduced the Municipal Bldgs 2025 budget.  

K. Central Main. Equip. - Public Works Director Balicki introduced the Central Main. Equip. 2025 budget. Discussion ensued and questions by council were answered.

L. Capital Projects - Public Works Director Balicki introduced the Capital Projects 2025 budget. Discussion ensued and questions by council were answered.

M. Motor Fuel Tax Fund - Continued to the next COW meeting.

N. Storm Water Fund - Public Works Director Balicki introduced the Storm Water Fund 2025 budget. Discussion ensued and questions by council were answered.

O. Municipal Utility Fund - Public Works Director Balicki introduced the Municipal Utility Fund 2025 budget. Discussion ensued and questions by council were answered.

4. Adjournment - Alderman Brennan moved to adjourn the meeting.  Alderman Talluto seconded. A voice vote was taken. Motion passed unanimously.
