City of Elmhurst City Council met Aug. 19

Here are the minutes provided by the council:

Mayor Levin called the regular city council meeting to order at 7:33pm.

Alderman Brennan removed item 5.11 from the consent agenda (explaining that this was at the request of the event applicant) and Alderman Talluto pulled item 5.5.  Alderman Jensen moved to accept the consent agenda minus items 5.5 and 5.11.  Alderman Cahill seconded.

5.5 Alderman Bram moved to accept the report. Alderman Hill seconded. Alderman Bram summarized the referral and spoke in support of it. Alderman Talluto inquired about the current contract and the reason for the referral. Alderman Bram clarified.

1. Report - Residential Chicken Keeping Referral (PA&S)

6.1 Alderman Brennan moved to accept the report. Alderman Hill seconded. Alderman Brennan summarized the report and spoke in support of it. Discussion ensued with several aldermen providing their opinion on the report. Alderman Irby motioned to send the report back to committee to develop a pilot program, but there was not a second. The Council then voted on the original report.

7. Reports and Recommendations of Appointed and Elected Officials

Alderman Bram thanked City Hall for assistance with the IDOT wall repairs on I-290

2. City Manager Grabowski - 2025 Five Year Capital Expenditure Budget

City manager Grabowski gave a presentation of the overview of the 2025 Five Year Capital Expenditure Budget. The presentation was the kick-off of the budget cycle. City Manager Grabowski answered questions from the City Council during the presentation. Finance Director Coyle and Assistant City Manager Johnson also provided comments and responded to questions. The City Manager stated that the CEB would be reviewed in greater detail by the Public Works and Buildings Committee at forthcoming regularly scheduled meetings.

1. O-42-2024 - An Ordinance Authorizing the City of Elmhurst to Waive Bidding and Purchase Four (4) 2024 Chevrolet Equinox EV Vehicles and Authorizing the Sale of Four (4) Ford Vehicles for the City’s Engineering, Public Works Operations, and Water Reclamation Facility Staff (See Item 5.14)

8.1 Alderman Bastedo moved to accept the ordinance. Alderman Cahill seconded. Alderman Bastedo summarized the ordinance and spoke in support of it.
