City of Elmhurst City Council met July 1

Here are the minutes provided by the council:

1. Call to Order - Mayor Levin called the meeting to order at 7:39pm.

Present: Jake Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, Emily Bastedo, Guido Nardini, Mike Brennan, Rex Irby, Marti Deuter, and Jennifer Veremis

Absent: Jim Nudera

Alderman Deuter pulled item 5.8 from consent agenda.  Alderman Irby pulled item 5.11.  Alderman Bastedo moved to accept consent agenda minus items 5.8 and 5.11.  Alderman Cahill seconded.

Ayes: Jake Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, Emily Bastedo, Guido Nardini, Mike Brennan, Rex Irby, Marti Deuter, and Jennifer Veremis

Nays: None

13 Ayes, 0 Nays, 1 Absent

Motion carried

5.8 Alderman Deuter moved to accept the report.  Alderman Veremis seconded.  Alderman Deuter summarized and spoke in support of the report. She spoke in consideration of residents' comments, encouraged looking at policy and change for the future.  She also reminded council that the map amendment and consolidation request is what the vote is in reference to. Alderman Irby spoke in opposition of the report highlighting parts of the code. He also felt this was the first time in 32 years of making a map amendment and it will be setting precedent. Alderman Brennan spoke in support of the report and stated the code can't be changed quickly but there is an opportunity to review guidelines in the future. Alderman Nardini stated voting for map amendments is not voting for teardowns. Alderman Bram supports the map amendment while agreeing with a lot of what residents have said about reviewing the historical commission and preservation. Further, he does not believe that the vote sets a precedent and each property is evaluated and unique. Alderman Irby continued with views on report as earlier spoken recognizing public comments and reviewing code. Alderman Nardini continued to comment about criteria and map amendment.  Alderman Veremis clarified commenting on map amendment can be requested without any reason other to have one zoning classification. Alderman Talluto called to question, to terminate debate and vote. Alderman Brennan seconded.

Ayes: Jake Hill, Karen Sienko, Chris Jensen, Noel Talluto, Tina Park, Guido Nardini, Mike Brennan, Marti Deuter, and Jennifer Veremis

Nays: Mike Bram, Brian Cahill, Emily Bastedo, and Rex Irby

9 Ayes, 4 Nays, 1 Absent

Motion carried

Motion carried

Mayor Levin delivered a statement on the report and areas of clarification and consideration.  He further commented of public interest about historic preservation commission and stated residents should apply.

5.11 Alderman Talluto moved to accept the ordinance.  Alderman Jensen seconded.  Alderman Talluto spoke in support of the ordinance summarizing content from last meeting's report.  Alderman Irby spoke in opposition of the ordinance highlighting the issues he has with it.

Ayes: Jake Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, Emily Bastedo, Guido Nardini, Mike Brennan, Marti Deuter, and Jennifer Veremis

Nays: Rex Irby

6. Reports and Recommendations of Appointed and Elected Officials

6.1 Mayor Levin - The Mayor announced EPD neighborhood roll call Tuesday 7/2 7pm at Marion and Lawndale. Trolley is running Fridays and Saturdays noon - midnight. Farmers market on Wednesdays, French Market on Sundays.  He reecognized the ribbon cutting ceremony with Alderman Talluto for the Vyne last week.

6.2 City Manager Grabowski - City Manager announced that City Hall will be closed 7/4. Thursdays trash pick up will be Friday, and Friday will be picked up on Saturday.

6.3 Alderman Nardini announced there is the Virginia R Stewart Memorial Fund put together by the Elmhurst History Museum.

7. Other Business - None

8. Adjournment - Alderman Brennan moved to adjourn the meeting. Alderman Bram seconded. A voice vote was taken. Motion passed unanimously.

Meeting adjourned at 9:02pm.
