City of Elmhurst Public Affairs and Safety Committee met May 13

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:00 p.m. by Chair Brennan.

2. Roll Call

Committee Members Present: Chair Brennan and Vice Chair Hill

Absent: Alderman Nardini

Elected Officials: None  

City Staff Present: City Manager Jim Grabowski, Assistant City Manager Kent Johnson, Police Chief Michael McLean, Fire Chief Dick Dufort, Deputy Police Chief Brett Kaczorowski, History Museum Director David Oberg

Guests: Dan Virgil (Public Comment), Michael LoCicero and Armaline Mirretti (Elmhurst Walk and Rollers Working Group), Jackie Crnkovich (Elmhurst Walk in Ministry), Michael Werthmann (KLOA)

3. Public Comment

Elmhurst resident Dan Virgil spoke of the neighborhood traffic studies and stated he was curious about what triggered the speed studies. Virgil stated in his experience, traffic calming techniques are only temporary. Virgil stated he was very pleased with the bicycle and pedestrian plan, but has not seen a lot of the proposed changes implemented yet.

5. Business Before the Committee

A. Minutes of the April 22nd, 2024 meeting of the Public Affairs & Safety Committee

Alderman Hill motioned to approve the minutes of the April 22nd, 2024 meeting. Chair Brennan seconded. Roll call vote:  Chair Brennan Aye, Hill Aye, Nardini Absent. Motion carried.

B. EWAN Cue for a Cause Request

Jackie Crnkovich appeared before the Committee to discuss the proposed Elmhurst Walk In Ministry’s Cue for a Cause event to be held September 1st, 2024 in the municipal parking lot in the area of York and Vallette. Alderman Hill motioned to approve the report.  Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Absent. Motion carried.

C. Elmhurst Walk and Rollers Bike Safety Day Recap

Michael LoCicero and Armaline Mirretti of the Elmhurst Walk and Rollers Working Group spoke to the Committee to thank the City of Elmhurst for their participation in the Bicycle Safety Day that was held on Sunday, May 5th. LoCicero stated they had 123 participants attend the event and it was one of their higher attended years. LoCicero and Mirretti stated they intend to seek additional new avenues to promote bicycle safety.

D. Neighborhood Traffic Study Area 2 Committee Report

Assistant City Manager Kent Johnson and Michael Werthmann from KLOA presented the completed Neighborhood Traffic Study for area 2. The Committee inquired about a pedestrian crossing in the area of West and Third and asked that language be added to the report to include a follow up in-depth traffic study for that crossing. Alderman Hill motioned to approve the report with an amendment to add the future study in the area of West and Third. Chair Brennan seconded. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini Absent. Motion carried.

E. Neighborhood Traffic Study Area 3 Committee Report

Assistant City Manager Kent Johnson and Michael Werthmann from KLOA presented the completed Neighborhood Traffic Study for area 3. Alderman Hill motioned to approve the report.  Chair Brennan seconded. Roll call vote:  Chair Brennan Aye, Hill Aye, Nardini Absent. Motion carried.

F. Pedestrian Safety – RRFB Installations

This topic will be discussed at a future meeting. 

6. Other Business

Assistant City Manager Kent Johnson spoke about the upcoming meeting on June 10th at 8:00pm that will be a visioning session to include plans for the downtown.

Adjournment

Motion to adjourn the meeting was made by Alderman Hill and seconded by Chair Brennan. Roll call vote: Chair Brennan Aye, Hill Aye, Nardini absent, motion carried. Meeting adjourned  8:02 p.m.
