City of Elmhurst Committee of the Whole met Nov. 6.

Here are the minutes provided by the committee:

1. Call to Order

Present: Marti Deuter, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Noel Talluto, Tina Park, James Nudera, Emily Bastedo, Guido Nardini, Mike Brennan and Rex Irby

Absent: Jennifer Veremis

13 Present, 1 Absent 

Also Present: Treasurer Curran, Assistant City Manager Kopp, City Attorney Storino, Fire Chief Dufort, Police Chief McClean, History Museum Director Dave Oberg, Finance Director Coyle and Communications Director Schref 

2. Public Comments

None 

3. Business Before the Committee

Discussion: A. Review of Fiscal Year 2024 Budget

Introduction to budget made by Assistant City Manager Mike Kopp

Mayor Levin gave an introduction and offered some guidance to "New" Alderman for the budget meetings.

Finance Chair Alderman Noel Talluto requested a summary similar to the one listed in the transmittal letter on page 1-32 could be provided for a five year plan projections including Tax Levies, CEB Layers, Capitol Projects, General Obligation Bonds, and Abatement of Taxes.

Discussion ensued. 

History Museum and Zoning Planning and Economic Development budget items were reviewed. 

Circle Back Questions:

1 Can staff provide a timeline of planning projects included in the budget?

2 Can staff provide more information on details associated with consulting fees?

3 Can staff provide a list of the items under professional services for 2024 and 2025? 

4. Adjournment

Adjournment - Alderman Talluto  moved to adjourn the meeting.  Alderman Brennan seconded.  A voice vote was taken.  Motion passed unanimously from council.   

Meeting adjourned at 10:08pm.
