DuPage County Sheriff's Merit Commission met Nov. 2.

Here are the minutes provided by the commission:

1. CALL TO ORDER 

Meeting called to order at 8:30 a.m. by Chairman Reyes. 

2. ROLL CALL 

Upon roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were  present. 

Staff members in attendance: Chief Guy Papa (Sheriff's Office), Paul Bruckner (Assistant State's  Attorney), Debbie Krygowski (Merit Commission Assistant) 

3. PUBLIC COMMENT 

No public comment was offered. 

4. APPROVAL OF MINUTES 

a. Regular Meeting Minutes from October 5, 2023, and October 19, 2023 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  Regular Meeting Minutes from 10/5/23 and 10/19/23. Voice vote: all ayes. 

RESULT: APPROVED 

b. Executive Session Meeting Minutes from October 5, 2023, and October 19, 2023 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  Executive Session Meeting Minutes from 10/5/23 and 10/19/23. Voice vote: all ayes. 

RESULT: APPROVED 

5. OLD BUSINESS 

a. Budget Status 

Ms. Krygowski presented the current Revenues and Expenditures Report. 

b. Bills Payable 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  the 11/2/23 Bills Payable list. Roll call vote: all ayes. 

RESULT: APPROVED 

c. Candidate Status 

Ms. Krygowski presented the current status of candidates in the testing and application process.

6. NEW BUSINESS 

a. Budget Transfer of $100 from 53800 "Printing" to "53801 "Advertising" for postings on  theblueline.com for upcoming Law Enforcement and Corrections entrance exams. 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  a budget transfer of $100 from 53800 "Printing" to 53801 "Advertising" for postings on  theblueline.com for upcoming Corrections and Law Enforcement entrance exams. Roll call vote:  all ayes. 

RESULT: APPROVED 

7. REPORT FROM SHERIFF'S OFFICE 

No update from the Sheriff's Office at this time. 

8. EXECUTIVE SESSION 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into  Executive Session. Roll call vote: all ayes. 

Chief Papa left the room. 

a. Pursuant to 5 ILCS 120/2(c)(21) of the Open Meetings Act to determine destruction of  certain executive session audio recordings. 

The Commission entered into Executive Session at 8:38 a.m. 

Counsel Bruckner left the room at 8:40 a.m. 

b. Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment,  compensation, discipline, performance, or dismissal of a specific employee, one-on-one  interviews. 

The Commission returned to Open Session at 9:48 a.m. 

9. MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY) 

a. Action on the destruction of certain executive session audio recordings pursuant to  Section 5 ILCS 120/2(c)(21) of the Open Meetings Act. 

Chairman Reyes called for a motion to approve destruction of Executive Session audio  recordings older than 18 months, specifically from 10/7/2021; 10/21/2021; 11/4/2021;  12/2/2021; 1/20/2022; 2/3/2022; and 2/17/2022. Roll call vote: all ayes. 

b. Action on the certification of candidates subject to one-on-one interviews on November  2, 2023. 

Chairman Reyes called for a motion to certify LEB Lateral candidate 2112. Commissioner  Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes. 

Chairman Reyes called for a motion to certify Corrections Lateral candidates 2113 and 2114.  Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call  vote: all ayes. 

Chairman Reyes called for a motion to certify Corrections candidates 2604 and 2605.  Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call  vote: all ayes.  

Candidate 2115 was not certified. 

10. ADJOURNMENT 

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn. Voice vote: all ayes. 

Meeting adjourned at 9:50 a.m.
