City of Elmhurst Public Works & Buildings Committee met Oct. 23

1. Call to Order:
Ald. Bastedo called the meeting to order at 7:03 p.m.
2. Roll Call – Attendance: -

3. Public Comments:
• Kathleen Sullivan – Spoke in support of keeping Elmhurst free from stormwater problems.
4. Receipt of Written Communications: None
5. Business Before the Committee:
A. Minutes of the October 10, 2023, Public Works & Building Committee:
Ald. Bram motioned to approve the October 10, 2023 Minutes of the Public Works & Building Committee minutes; Ald. Sienko seconded. Voice vote. Motion carried 4-0 (Bastedo, Cahill, Bram, & Sienko). Minutes approved.
B. 2024 GIS Consortium Service Provider Contract:
Public Works Director Balicki presented the agenda item. IT Director Kravets also answered questions from the Committee and provided additional information. Ald. Cahill motioned to approve the draft report, Ald. Sienko seconded. Voice vote. Motion carried 4-0 (Bastedo, Cahill, Bram, & Sienko). Report approved.
C. Engineering Resource Associates-On Call Engineering Services:
City Engineer Johnson presented the agenda item. Ald. Sienko motioned to approve the draft report, Ald. Cahill seconded. Voice vote. Motion carried 4-0 (Bastedo, Cahill, Bram, & Sienko). Report approved.
D. 2023 Storm Sewer Lining Project Change Order Number 2 - IL Route 83 Sink Hole Repair:
Utility Operations Manager Burris presented the agenda item. Ald. Bastedo motioned to approve the draft report, Ald. Sienko seconded. Voice vote. Motion carried 4-0 (Bastedo, Cahill, Bram, & Sienko). Report approved.
6. Other Business:
• City Manager Grabowski announced that Assistant City Manager Kopp will be retiring in January 2024.
• Ald. Bram commented that he disagreed with splitting the recent sidewalk referral into two Committees and cited portions of the Municipal Code. Ald. Bram stated that in his opinion, the City Manager does not have the ability to split referrals among Committees. He thinks both parts of the referral should be handled by the Public Works & Buildings Committee and would like to see both parts move ahead promptly.
• Ald. Bastedo asked, “What would be helpful for Staff to provide?” Also, would like to gather sidewalk policies of other communities, especially the voting percentage.
• Ald. Cahill would like to see the sidewalk policy prior to 2010.
