3. Public Comments:
Kathleen Sullivan – Commented on the Sidewalk Policy and stormwater mitigation.
Brian Moran – Spoke about sidewalks and road conditions on Michigan.

Business Before the Committee:
Minutes of the September 25, 2023 Public Works & Building Committee:
Ald. Sienko motioned to approve the September 25, 2023 Minutes of the Public Works & Building Committee minutes; Ald. Bram seconded. Voice vote. Motion carried 3-0 (Bastedo, Bram, Sienko). Minutes approved.
Professional Engineering Services for Water System Improvements Project:
Utility Operations Manager Burris presented the agenda item. The Committee asked clarification questions on the report language. Ald. Sienko motioned to approve the draft report, Ald Bram seconded Voice vote. Motion carried 3-0 (Bastedo, Bram, Sienko). Report approved.
Referral -New Sidewalk Policy Review and creation of a New Sidewalk Master Plan:
Chairperson Bastedo presented the agenda item and kicked off the discussion on the recent referral. City Manager Grabowski explained to the Committee that after reviewing the 09.27.23 referral, it was decided to bifurcate the topics into two distinct referrals. The first, related to the existing policy, has been directed to the Public Works & Building Committee. The second, related to potential sidewalk master plan, has been directed to the Public Affairs & Safety Committee.
